Description
In accordance with OMB Circular A-76 the United States Department of Labor (DOL) hereby publicly announces a Multiple-Agency-wide Standard Competition for the Mine Safety and Health Administration (MSHA) and the Occupational Safety and Health Administration (OSHA) of the Program Support Services functional area (a component of the other Non-Manufacturing Operations Study mission area) for Professional and Technical Support. This competition will involve DOL Agencies MSHA (27 FTE) and OSHA (16 FTE) at locations across the United States. Approximately 43 Full Time Equivalent (FTE) positions are currently included in the scope of the competition universe that includes employees in Washington, DC, and 9 states (including VA, IN, OH, KY, PA, AL, CO, and IL). Occupations included in the study are Mining Engineer, Civil Engineer, Electrical Engineer, Mechanical Engineer, Structural Engineer, Electronics Engineer, and Electronics Technician. This announcement is for a Standard Competition under OMB Circular A-76 with a 12 month period of competition unless a six month extension is approved by OMB. The tentative release date for a Request for Proposals is (RFP) is February 16, 2007. This release date is not guaranteed and could be earlier or later. The intent of the competition is to determine the most efficient and cost effective method of performing the subject services. This notice does not constitute a commitment by the Government. The competition will determine whether these services should be performed under a contract with commercial sources or by the Government under the Agency Tender Offer. A Government proposal to provide these services is being developed and a contract may or may not result from the RFP. The NAICS Code for this procurement is 541990- All Other Professional Scientific, and Technical Services. The Competitive Sourcing Official for this competition is Mr. Patrick Pizzella, the Contracting Officer is Mr. Irving McCrae (MSHA); the Agency Tender Officials for MSHA and OSHA , respectively, are Mr. Kevin Stricklin and Mr. Dennis Sprouse.
