- This is a SOURCES SOUGHT SYNOPSIS ANNOUNCEMENT only and is issued for the purpose of market research in accordance with FAR Part 10. No solicitation is being issued at this time. While the action being advertised is likely to occur, no firm requirement exists and the amount of information available for publication at this time is limited. To facilitate the market research, an Industry Day will be held on 7 February 2007 in Bldg 3001, 76 PMXG Conference Room B at 8:00 am. We are asking that the contractors meet us at 7:30 am in the Bldg 3001 lobby to be escorted to the conference room. All interested parties planning to attend are directed to notify the below named individual by 5 February 2007 by 4:00pm if they plan to attend. Electronic Copies of the Complete Performance Work Statement and Market Research Questions are available upon request. Failure to notify may result in non-availability of transportation. All interested parties are strongly urged to attend. Contact: Sara Brown Contract Specialist (405) 739-3517 sara.brown@tinker.af.mil The following information is requested from interested sources in response to this Sources Sought Announcement: 1) Company Information, to include company name, address, point(s) of contact, e-mail address for all point(s) of contact, CAGE Code, DUNS number, Size of business pursuant to North American Industry Classification System (NAICS) Code: 811213, Size: $6,000,000.00, whether your company represents one or more Small Business Administration (SBA) categories (i.e., woman-owned, HUBZone, Small Disadvantaged Business, etc.), a statement as to whether your company is domestically or foreign-owned (if foreign, please indicate the country of ownership), indicate whether your company is currently registered in the Central Contractor Registration (CCR) database and when that registration expires. 2) Information regarding past contracts for same/similar effort, to include title and objective of that effort, contracting agency (or commercial company) information, time period of the effort, dollar value of the contract, type of contract (i.e., firm-fixed price, time & materials, cost, etc.), accomplishments of the effort, point(s) of contact at the organization receiving the services (to include address and telephone number). Further information is requested in a MARKET SURVEY described below. It is anticipated that the contract performance period will be a base period with multiple one-year option periods, exercised at the unilateral right of the Government. The final determination of contract type will largely depend upon the information gleaned from the information received from Industry through response to this Announcement and internal market research. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing on Federal Business Opportunities (FBO) website at http://www.eps.gov . It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations Supplement (DFARS) 252.204-7004, Required Central Contractor Registration (CCR), lack of registration in the CCR will make an offeror ineligible for a contract award. All businesses capable of providing these services are invited to respond to this Announcement by the date and time listed below. Any information provided by Industry to the Government as a result of this Announcement and the Market Survey is voluntary; the Government will not pay for any information submitted in response to this Announcement. Market Research Questions (MRQ) Market Research Thermal Spray System and Ultra high Water jet Maintenance Questions: Scope 1. Describe your company. 2. Please describe your companies approach to meet the performance objectives stated in the PWS section 1.2 3. Does your company have previous experience managing and maintaining thermal spray facilities? Please explain? 4. Describe the ramp up time and activities that would be required to transition your company into maintenance of our plasma spray and water jet systems. Staffing 5. Please describe your staff qualifications in maintaining thermal spray equipment. 6. Do you have a experience thermal spray engineer on your staff? Describe his/ her qualifications. Is this person a Materials Engineer? 7. Does your staff have experience in programming using the Fanuc Karel Teach Pendant and Fanuc Karel programming languages? 8. Doe your staff have experience with understanding the maintainability aspects of thermal spray systems? State your experience. 9. Do you having experience and training to maintain Progressive Technologies plasma spray systems? Please describe. 10. Do you having experience and training to maintain Sulzer Metco plasma spray systems? Please describe. 11. Is a one hour response time during duty hours and a two hour response time during non-duty hours reasonable? Reference section 2.3 of PWS. Please elaborate. 12. How much cost difference between an hour vs. two hour response time? 13. Given the requirements defined in the Performance Work Statement, how many personnel would be assigned to provide maintenance of our plasma spray shop, and water jet stripping shops? PM schedules 14. Has your company established Preventative Maintenance Schedules? Please explain, and if possible, provide an example of a PM schedule your company has created. 15. Does your company have experience with the use of Predicative Maintenance to trend equipment faults? 16. The PWS requires a one day turn time to restore inoperative systems. Please comment on this requirement. Can a one day turn time be achieved? Is a one day reasonable? 17. How would your maintenance be performed? 18. How would your company track maintenance? 19. Does your company have experience with respect to Total Productive Maintenance concepts? Please describe your experience. 20. If your company is not Progressive Technologies, please describe your approach in being able to make modifications to proprietary software for changes and/ or improvements? 21. If your company is not Sulzer Metco, please describe your approach in being able to make modifications to proprietary software for changes and/ or improvements? Plasma Spray 22. Is your company a part of the aerospace thermal spraying industry? What is your role with this industry? 23. Does your company design and manufacture thermal spray systems for the aerospace industry? How many years for the company experience? 24. Do you have capabilities to perform machine alignment? Alignment is a non-standard term for calibration in which the OEM checks the device against a known standard that is traceable to NIST. 25. Is your company a member of the ASM thermal spray society. 26. Does your company have experience with the Nadcap accreditation process? Does your company hold any Nadcap accreditations? If so, which processes do you have accreditation. Water Jet Stripping 27. Does your company design and manufacture ultrahigh water jet systems for the aerospace industry? 28. How long has your company designed/manufactured water jet systems? 29. How many water jet systems has your company designed/manufactured? 30. How many of your designed/manufactured water jets are currently in operation and being used? 31. Does your company have experience working with and performing maintenance on Progressive Technologies Ultra-High Pressure Water Jet Systems? 32. Is your company familiar with Jet Edge Intensifiers? Explain your qualifications.
