Description

This is a sources sought synopsis seeking information from Small Business firms that have an interest in providing bulk LP propane to Bighorn Canyon National Recreation Area in Montana. This requirement is 100% Set-aside for Small Business, and the National Park Service encourages the participation of disadvantaged, service disabled veteran owned, and women-owned business enterprises. This sources sought notice should not be construed in any manner to be an obligation or commitment of the U.S. Government. There will be no contract or purchase order issued as a result of this sources sought synopsis. This sources sought synopsis can not result in any claim for reimbursement of costs for any effort you expend in responding to this request. There is no Request for Quotation (RFQ)/solicitation package associated with this sources sought notice. DESCRIPTION: The Contractor shall provide all the needed labor, equipment, materials, and services to deliver and supply LP propane gas into 13 tanks owned by the government at 9 different locations. The estimated total volume based upon previous usage is approximately 10,000 - 15,000 gallons per year. However, deliveries are made as requested by the government with the amount for each delivery varying from 1000 - 4000 gallons. Deliveries require 9 separate metered delivery receipts for the 9 different tank locations that need to be submitted to the government at the time of delivery. The 13 tanks in 9 locations are as follows: 4 locations each with 500 gallon tanks, 3 locations each with 1000 gallon tanks, 1 location with two 1000 gallon tanks, and 1 location with four 1000 gallon tanks. Delivery is usually required within 48 hours of being ordered by the government. Awards are made throughout the year based upon a total price per gallon of propane that is all inclusive of the cost of the propane, delivery, and applicable taxes. Awards will be made as a best value procurement using the Simplified Acquisition Procedures of FAR Part 13, using a comparative evaluation of quotations based on price, past performance and technical qualifications. LOCATION: The delivery location for the propane is at Bighorn Canyon National Recreation Area near Fort Smith, Montana. This is in Bighorn County and is approximately 100 miles from Billings, Montana. There are 9 delivery locations with a total of 13 tanks that are between 500 - 1000 gallons each. The NAICS Code for this is 454312 with a small business size standard of not to exceed 500 employees.
