- Special Notice: Organizational Level Tool Kit. Classification Code: 51 ? Hand tools. Federal Supply Code: 5180 ? Sets, Kits, and Outfits of Hand Tools. NAICS Code: 332212 ? Hand and Edge Tool Manufacturing. The Marine Corps Systems Command (MARCORSYSCOM) is seeking to perform market research on potential sources and best practice information towards designing, developing, and buying an Organizational Level Tool Kit for Organizational Level Maintenance personnel. Attached is a list and description of desired tool components to be included in the kit. The Berry Amendment and Buy American Act will apply to any future contract award. Therefore, MARCORSYSCOM seeks to determine if desired tools are manufactured in the United States based on responses to this notice. If a tool listed in the attachment is not known to be manufactured in the United States, the respondent is asked to provide an alternative tool that is manufactured in the United States under the terms of the Berry Amendment. While self certification will be required in any solicitation resulting from this notice, the USMC is seeking supporting documentation under this announcement to determine and substantiate that all tools desired in this kit are Berry Amendment compliant. In addition, MARCORSYSCOM seeks to identify those manufacturers that qualify as a small business in order to determine if the resulting procurement can be set aside for small business (FAR 19.502-2(b)). In addition, respondents are asked to refer to FAR 19.102(f) (2) ? Size Standards to determine if the manufacture of the tool kit is comprised of more than 50% of the items being manufactured by a small business. Respondents should fill out the attached form containing desired information and submit any additional supporting documentation or alternative replacement information. Responses shall be submitted no later than 2 p.m. EST local time on Thursday, February 1, 2007 by sending it to Belin da L.
