Description
Pacific Southwest Research Station has a requirement for a Civil Rights Program Manager for the period 01 February 2007 thru 30 September 2007. This is a short notice requirements and consists of the following line items: Line Item 0001 - Hourly civil rights services where there is no travel expense. Quantity - 100 Unit of Issue - HR(hour) Price per hour - ________ Total - ________ Line Item 0002 - Civil rights consulting services ( including travel and expenses).** Quantity - 32 Unit of Issue - DA(day) Price per day - ________ Total - ________ **(Civil rights consulting services may involve travel to the following PSW sites on an "as needed" basis: Arcata, Davis, Fresno, Placerville, Redding, and Riverside CA..Bidders should incorporate travel and lodging expenses into a standard per day rate that can be applied regardless of the actual destination. The standard rate should be based upon an eight hour day, plus travel, lodging, and expenses. Government per diem rates can be viewed at www.gsa.gov). Due to the short notice of this requirement, please provide an email address, to ensure documents are provided in a timely manner. Selection Criteria: Knowledge, Skills, and Abilities as demonstrated by prior employment in the fields of civil rights, disability rights, or equal employment opportunity in the Federal sector. Knowledge of relevant laws, rules and regulations pertaining to Civil rights, preferably U.S. Department of Agriculture. Knowledge of public administration principles and practices, employee complaint process at the federal level. Working knowledge of human resource management principles and practices, preferably USDA. Skill in conflict resolution and knowledge of federal dispute resolution process. Ability to formulate, recommend, and administer related Station-wide policies based on USDA and Forest Service regulations and policy. Ability to effectively communicate orally and in writing, and to give presentations and/or training to diverse groups.Ability to analyze and address complex civil rights issues and effectively represent the Station's interests. Experience: Ten years related managerial and leadership experience which included overseeing the development, implementation, and administration of directly related programs to promote civil rights, disability rights, and equal employment opportunity within the federal sector. Education: Must have a degree from an accredited college or university in either business, public administration, one of the social sciences, or an area related to the duties of this position. Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills, and abilities necessary to perform the duties of this position will also be considered. In regards to weighted factors, Knowledge, Skills and Abilities ( as demonstrated by prior employment at the federal level) carry more weight followed by Experience, Education, and price. Clauses: This solicitation and subsequent award is issued under the provisions of FAR Subpart 13 - "Simplified Acquisition Procedures" and incorporates the following clauses: FAR 52.213-4, Terms and Conditions - Simplified Acquisitions (Other Than Commercial Items).
