Description

The Department of Housing and Urban Development?s (HUD) Office of Public and Indian Housing, Office of Policy, Program and Legislative Initiatives intends to procure the services of one contractor to provide for the public housing and the voucher program a comprehensive analysis of issues in the current rent system, of partial attempts at reform, and of alternatives to the current system. In addition to a mastery of the policy and research literature and expert statistical analysis of large and existing data bases, the contractor shall need expert survey and statistical skills to gather and analyze information from a representative sample of housing authorities, from a select sample of housing authorities (with on-site visits), and from that select sample, a sample of households (exspecially very low income households not currently assisted). The solicitation will be available on or about November 17, 2006. Potential offerors who download the solicitation form HUD?s Home Page at http://www.hud.gov/offices/cpo/contract.cfm or FedBizOpps at http://www.fedbizopps.gov/ will NOT automatically receive any amendments. All amendments will be posted and may be downloaded. You are advised to check frequently to see if HUD has issued any amendments to the solicitation. This solicitation is an unrestricted procurement. The awarded contract will have an anticipated performance period of one base year with one, one-year option period. The North American Industry Classification System Code is 541611. All interested businesses are encouraged to submit a proposal. Section L. of the posted solicitation will set forth a time and place to submit questions.
