- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) located in Seattle, WA has a requirement for a contractor to develop strategy, provide data management and analysis plans and products for the Integrated Status Effectiveness Monitoring Program (ISEMP) in the Columbia River Basin. The vendor SHALL address the following tasks: 1.) ISEMP Web presence to establish an ISEMP brand and project outreach process; 2.) RME data management for local agencies to organize the data management efforts of ISEMP; 3.) Critical base data layers and database components, to compile existing monitoring data for inclusion into ISEMP data bank format necessary to many planned analytical tasks and 4.) conduct data analyses on monitoring information from pilot projects, to provide progress and assistance in completion of initial analyses of water quality, habitat and classification data types. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified Volk Consulting as the only source who can complete work under proposed contract. For the last three years Dr. Volk has been the lead staff ISEMP member on the development of the Research, Monitoring and Evaluation (RME) programs in the John Day and Wenatchee River basins as such, brings a unique set of experiences and personal contact to this project that will provide critical continuity of personnel and work-flow. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Volk Consulting without further notice. A firm fixed price purchase order will be issued with performance start date of February15, 2007 and end date of Sept 30, 2007. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
