Description
This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL-2071-02-2675 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price contact for the acquisition of Spanish language pilot training. Interested offerors must submit proof of qualifications to provide the training. The following Provisions and Clauses are incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 24. No addenda apply to these Provisions and Clauses. FAR 52,212-1, Instructions to Offerors - Commercial Items, FAR 52.212-3, Offeror Representation and Certifications - Commercial Items, FAR 52.212-4 Contract Terms and Conditions - Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders - Commercial Items. No additional FAR clauses apply. The following provides the specifications: The course must be designed to meet the training requirements of four (4) pilots in the King Air 90/100/200 Series. All training must be conducted in FAA certified level, A or B simulators. The course should be tailored towards pilot's specific aircraft model and must include the Simulator Check. All training will take place in the United States and must be given in Spanish (translators allowed). Time frame for training should be approximately five (5) days in length and will need to take place mid-February 2007. Interested offerors shall submit a quote containing the price of the Spanish language training and dates the training will be available. Airfare and per diem for students will be handled separately from the purchase order. Award will be made to the lowest priced, technically acceptable offer, which offers the best value to the government. Offerors will be evaluated on their qualifications to provide the training as well as proof of those qualifications. Offerors must provide a completed SF-1449 and completed Representations and Certifications per FAR 52.212-3 with their quote. The government will make one award from this synopsis/solicitation. Offerors must be registered in the Contractor Central Registry (CCR) to be considered for award. Point of contact is Margaret A.
