- Sources are being sought for Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, or any Small Business Contractor to provide Van leasing services for two (2) vans to the Veterans Affairs New Jersey Health Care System (VANJHCS), 385 Tremont Avenue, East Orange, NJ 07018 to support participants in the Veterans Industries (VI) and domiciliary job search activities, in accordance with specifications, clauses and provisions as described herein. Period of performance will be from April 1, 2007 through September 30, 2007. The Government will have the option to extend the term of the contract for an additional four (4) one year periods in accordance with FAR clause 52.217-9 Option to Extend the Term of the Contract. SPECIFICATIONS Contractor to provide Van leasing services to the Veterans Affairs New Jersey Health Care System (VANJHCS), 385 Tremont Avenue, East Orange, NJ 07018 to support participants in the Veterans Industries (VI) and domiciliary job search activities. Contractor shall rent to the VANJHCS two (2) 15 passenger van. Said vans shall be used only in the state of New Jersey, but would have unlimited mileage. Said vans shall be used to transport, both, passengers (VI participants) and cargo. There would by no additional charge for wear and tear, as the vehicles will be used at construction sites. VANJHCS shall garage rented vans at a Veterans Affairs owned/maintained facility and shall supply a location for the overnight storage of the vehicle that is off the street and shall be secured as safely as is reasonably possible. Contractor shall maintain compulsory motor vehicle insurance on the vehicle. Proof of this insurance shall be forwarded to the Contracting Officer upon request. Contractor shall remain exclusive owner of this vehicle and shall perform all maintenance and repairs on this vehicle at no additional cost to the VANJHCS. VI will act as a dispatcher and could change the route without notice. The vehicles would be available to VI up to 40 hours/week, 7 days/week. VANJHCS would be able to change the vehicle's "tour" with only 24 hours notice. VANJHCS (as the dispatcher) will determine which times the vans will be used - not to exceed 40 hours. The driver would have to be a veteran, preferable a domiciliary program graduate. VANJHCS shall supply the names of qualified drivers for this vehicle from their VI programs. VANJHCS shall provide proof that each driver is appropriately licensed for the State of New Jersey, free of any restrictions on driving and also is free of any history of moving violations or driving while under the influence for the past three (3) calendar years. Contractor shall pay VI drivers directly on a weekly basis. The rate of compensation shall not be below minimum wage as determined by the Department of Wage Determinations. Employment taxes of whatever nature shall be the responsibility of the drivers. Any and all drivers will be responsible for all income or employment tax of any nature, whether Federal, State or Local. VANJHCS shall reimburse any and all sums paid by contractor to the drivers. VANJHCS shall pay for gas ONLY. Contractor shall issue the driver of the vehicle a gasoline credit card for use in connection with the vehicle. Contractor shall submit company invoice for credit card bills due to VANJHCS for payment on a monthly basis. Contractor and VANJHCS shall meet after two (2) months, six (6) months, and twelve (12) months into awarded contract for a review of the specification factors, including an evaluation of drivers.
