- NOTICE OF INTENT TO AWARD A SOLE SOUCE PROCUREMENT FOR 548 Megabit per second (Mbps)Air to Ground Data Link System. The Air Force Research Laboratory (AFRL/IFGD) intends to initiate award discussions with the intent to make an award, based upon other than full-and-open competition, in accordance with 10 USC 2304(c)(1) as implemented by FAR 6.302-1(b)(1)(ii), to L3 Communications Corporation, Salt Lake City, Utah. The overall objective of this acquisition is to develop four airborne and two ground communications terminals with routers with Standard Common Data Link (STD-CDL) Specification 7681990 Rev F Chg 1 waveforms, Advanced Common Data Link (A-CDL) Specification 60038367 Rev - Draft 2 Waveforms and develop a 548 Mbps data rate capability based on the A-CDL waveform. The baseband interface on the airborne and ground terminals shall be designed for Internet Protocol based operation with Gigabit Ethernet interfaces and legacy interfaces required for compliance with the above specifications. The airborne terminals with routers shall be designed and qualified for operation on Otter and C-130 type aircraft. This new terminal design shall be based on proven qualified airborne and ground terminal designs. All data rates shall be designed to operate as an integral part of the terminal architecture and shall provide sufficient link margin to support the reliable transfer of digital data in a range of weather conditions when operating at an air (15,000 feet) to ground range of 50 Km. The 548 Mbps capability shall be designed to occupy a frequency spectrum of not more than 700 MHz at the 3 dB points. This proposed AFRL/IF effort will address design and development of RF data links which can reliably transfer sensor information from airborne platforms to ground stations.
