Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center, Division Newport intends to award a contract with firm fixed price provisions under FAR parts 12 and 13 procedures (commercial items, simplified acquisition procedures), with the solicitation being issued in less than 15 days per FAR 5.203(a) and (h). Procurement is for a pressure vent test vehicle (PVTV) sub-assembly per Government drawings. Basic quantity is 5 (including one First Article ?actual testing may be waived) and an option for up to a total of 4 additional units. First Article unit is due 40 days after order placement, with subsequent production units required to be delivered as follows: 1 every 40 days after Government approval of First Article. Solicitation is 100% Small Business Set-Aside and unclassified. However, the drawings will not be exhibited on our website due to the restricted distribution statements. To receive a copy of the drawings, a company must be certified under the Joint Certification Program (JCP). Send an e-mail request for the drawings to Lori Rosario at rosariola@npt.nuwc.navy.mil. Your request must include your firm?s complete address, cage code , telephone number and point of contact. CD-ROMs will be sent once JCP registration is confirmed. Award will be on a Best Value basis, with evaluation criteria being (1) technical capability of the item offered to meet the Government requirements, (2) demonstrated ability to meet/exceed delivery schedule (offerors shall provide a GANTT chart showing major milestones), (3) price and (4) past performance. In order to successfully fabricate these items a contractor must have: 1) a lathe capable of handling pipes of 23 in. diameters and 22 ft. ?on centers?; 2) a fixture/process capable of handling schedule 40 stainless steel pipes and ?truing? it to very tight tolerances; and a secured storage area. Anticipated RFQ release date is 30 JAN 2007. Our department no longer issues solicitations or amendments in paper form.
