- Commercial Broadband Satellite Program (CBSP) Pre-Solicitation Synopsis and Sources Sought The Space and Naval Warfare Systems Command (SPAWAR) in support of the Program Executive Office-Command, Control, Communications, Computers, Intelligence and Space (PEO-C4I & Space), Navy Communications Program Office (PMW-170) intends to conduct a competitive procurement for new and future Commercial SATCOM maritime terminals which could replace existing INMARSAT and Commercial Wideband Satellite Program (CWSP) equipment. The terminals shall connect to a new CBSP service architecture. The terminal shall connect to the Automated Digital Network System (ADNS), which serves to monitor, control and allocate network bandwidth for IP traffic. The ship classes that will be receiving a CBSP terminals are divided into 2 categories with separate terminal variants: Small/Mid-size ships: PCs, MCMs, FFGs, DDGs, CGs, LSDs, and LPDs Large ships: CV(N)s, LHAs, and LHDs Both terminals require: Terminal Availability: 97% threshold and 99% objective. Maintainability: The mean corrective maintenance time for operational mission failures (MCMTOMF) shall not exceed 2.5 hours. The Government intends to award a Firm-Fixed-Price (FFP) supply contract with a period of performance of one base year with four one-year options. The anticipated award date is Mid-June 2007. A draft Request for Proposal (RFP) is anticipated to be released in Mid-March 2007, followed by an anticipated Final RFP release in Mid-April 2007. FAR Part 12 Acquisition of Commercial Items will be utilized. SPAWAR is also seeking to learn the interest and capability of small and large businesses to participate in this competitive acquisition.
