Description
The Office of Thrift Supervision (OTS) intends to negotiate a sole source contract with New Orleans Marriott Hotel, 555 Canal Street, New Orleans, LA for meeting services beginning May 14, 2007 at 1:00 p.m. and concluding May 17, 2007 at 12:00 p.m. Requirements for the meeting include, but are not limited to, lodging, meeting space, meals, transportation, and audio services as follows. Guest Rooms: Approximately 117 guest rooms for 3 nights, at the Federal Government Rate; Meeting Rooms and AV Equipment: One large room for all four days to accommodate approximately 125 people, classroom style seating, with Internet connectability; podium with head table for 4, table microphones, wireless lavaliere microphone, screen, and LCD projector. Outside this main meeting room, we will need a registration table with approximately three skirted banquet tables and six chairs and an unrestricted telephone line. Three smaller breakout rooms to accommodate 40 people, classroom style seating, for Tuesday and Wednesday with Internet connectability, wireless microphone,screen and an LCD projector. One small breakout room for all four days which can be locked by OTS, unrestricted telephone lines, 3-4 skirted banquet tables,6? 8 chairs,preferably in close proximity to the main meeting room. (Our MIS department will work in, and various computers will be stored in, this room.); Food and Refreshments: Monday (Beverages & snacks in the afternoon for approximately 125 people, An evening reception with cash bar for approximately 125 people, and a plated dinner for approximately 125 people); Tuesday and Wednesday (Continental breakfast for approximately 125 people, all day beverages, mid-morning and afternoon snacks for approximately 125 people, and plated or buffet lunch for approximately 125 people); Thursday (Continental breakfast for approximately 125 people, beverages until noon, and a mid-morning snack for approximately 125 people); Other Requirements: Transportation to and from Airport and hotel for approximately 110 people arriving and departing on different airlines at different times. While OTS anticipates using all of the rooms, payment will be made based on actual room usage. The OTS is a Federal Government entity and is required to take maximum advantage of all applicable tax exemptions. In addition, charges for lodging will be limited to the government lodging and/or per diem rate for the area. This announcement constitutes the only solicitation. A separate written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAR) 2005-14 and in accordance with FAR 12.6 as supplemented with the additional information included in this notice. The provision at 52.212-1, Instructions to Offerors - Commercial Items, is applicable to this procurement. Interested parties are advised to include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. Provisions may be accessed at www.arnet.gov/far. The On-line Representations and Certifications Application (ORCA) may be accessed via http://orca.bpn.gov/login.aspxis. The following FAR provisions and clauses are applicable to this acquisition: 52.203-3, Gratuities; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, which includes: 52.222-3, Convict Labor; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.222-21, Prohibition or Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; and 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. All contractors must be registered in the CCR database to be considered for award. Registration is free and can be completed online at https://www.ccr.gov. Information in response to this notice must include 1. Price Quote?a firm fixed price for lodging, hospitality and breakout meeting rooms, catering, audio visual, transportation to and from the airport, and parking (availability and price). 2. Technical Proposal consisting of literature describing the rooms and services offered. 3. Past Performance Information for lodging and comprehensive meeting services provided for groups similar in both size and scope. All questions must be submitted via email to elaine.logan@ots.treas.gov by February 6, 2007. Oral questions will not be accepted. This notice of intent is not a request for competitive proposals. However, responsible firms may submit a written response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
