- The Uniformed Services University (USU) located on the National Naval Medical Campus in Bethesda, MD has a requirement for a multi-mode plate reader capable of measuring fluorescence intensity, time-resolved fluorescence, fluorescence polarization, absorbance, and luminescence in 6- to 384-well microplates. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for a commercial item in accordance with FAR Part 12-Acquisition of Commercial Items and FAR Part 13-Simplified Acquisition Procedures. It is the responsibility of the contractor to monitor FedBizOpps for any amendments to the solicitation. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular 05-15. This requirement is set-aside for small business. The applicable NAICS code for this requirement is 423490-Other Professional Equipment and Supplies Merchant Wholesalers, with a size standard of 100 employees. All quotes are due February 02, 2007 at 2:00 PM EST. Quotes may either be e-mailed, micreenan@usuhs.mil, faxed, 301.295.1716, or mailed. Interested vendors are to provide a quote for the Molecular Devices Spectramax M5E with Softmax Pro Software. USU requires the Spectramax M5E, because this system offers a dual computer-controlled monochromators (one for selecting excitation wavelengths for fluorescence measurements and one for selecting emission wavelengths) in a single platform. The Spectramax is able to read up to four excitation/emission wavelength pairs per well per plate, which will allow for the kinds of measurements required for our research. The Spectramax allows for performing basic optical measurement techniques required for our research in a single platform-absorbance, fluorescence and luminescence-in both cuvettes and multi-well plates. Any vendor quoting an alternative product must provide supporting documentation that the system quoted meets the Governments requirement found in the Molecular Devices Spectramax M5E as stated above. Technical Capability/Delivery: Vendors are required to provide warranty information on the system quoted. Quotes must indicate the delivery completion date for the delivery of all items, installation and training. Any vendor quoting an alternative product must provide supporting documentation that the system quoted meets the Governments requirement found in the Molecular Devices Spectramax M5E as previously stated. Failure to provide any of the listed information will result in a non-responsive quote. 2. Cost: Vendors must provide a quote for each CLIN in order to be eligible for award. A single award will be made. Award will be based on best value to the Government considering technical capability/delivery and cost. Vendors must also submit a completed copy of 52.212-3-Offeror Representations and Certifications-Commercial Items.
