Description

The U.S. Fish and Wildlife Service Florida Ecological Services Field offices intend to negotiate on a sole source basis with D.H. Rackley and Associates to serve as an ESA Section 7 Consultant/FEMA Liaison. This action is under the authority of 41 U.S.C. 253(c)(1), as implemented by 6.302-1(b)(1)(i), justified and approved in accordance with FAR 6.303 and FAR 6/304. Under this requirement, the individual will serve as a liaison to resolve and expedite environmental reviews and consultations under Endangered Species Act section 7, Coastal Barrier Resources Act (CBRA), FCMA, and Fish Wildlife Coordination Act (FWCA) with the Federal Emergency Management Agency (FEMA) related to the 2004 and 2005, and future Florida hurricane seasons. The Liaison will be primarily responsible for expediting the USFWS project review process in Florida through preparation, review and documentation of environmental compliance consultations. It is the Government's belief that this requirement can only be met by D.H. Rackley and Associates. D.H. Ackley and Associates has the unique capabilities to meet this requirement because of their knowledge and experience of performing consultations of Section 7 of the Endangered Species Act, the Coastal Barrier Resources Act, and the Fish and Wildlife Coordination Act. THIS NOTICE OF INTENT IS NEITHER A REQUEST FOR QUOTATION NOR A FORMAL SOLICITATION OF OFFERS.
