Description
The Mendocino National Forest is soliciting competitive offers for the Alder Stewardship Project. The project is located within T21N, R7W, Section 19 and T21N, R8W, Sections 13, 23, 24, 26, and 27, M.D.B.&M. Sealed-"Best Value" offers will be received at the Forest Supervisors Office at 2:00 PM local time on March 6, 2007 for an estimated 14,334 Tons (2,119.2 mbf) of sawtimber designated for cutting on 583 acres and 2 mandatory stewardship projects. Stewardship projects are: data collection for a research project and small tree (non-sawtimber) thinning and removal on 129 acres (1,827 Tons). The contract contains Specified Roads with an estimated cost of $56,453.00. The overall goal of the research project is to gather data to determine the net value of carbon credits from fuel treatments and to determine the net value of carbon credits from the generation of biomass energy vs. generating energy from fossil fuels. The contractor will be asked to share operational data with the research team. However, a confidentially agreement will be provided by the research team to protect financial, operational or other data the contractor considers proprietary. Summary results only (no detailed data considered proprietary by the contractor) will appear in research reports. The Forest Service will evaluate competitive bids submitted by offerors who present a price offer and technical proposal according to the information found under the section in the offer titled "Instructions to Offerors." Factors that will be evaluated for this project are organizational experience, organizational past performance, local community economic enhancement (including small business enhancement), ability to understand the Governments requirements, and price. One award will be made to the offeror whose proposal is technically acceptable and whose technical/price relationship is the "best value" to the Government. The Forest Service reserves the right to reject any and all offers.
