- The U.S. Coast Guard is setting aside this acquisition for unrestricted Full and Open Competition. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for drydock repairs to the USCGC SMILAX (WLIC -315), a 100 Foot B Class Construction Buoy Tender with a 70 Foot Barge. The homeport of the USCGC SMILAX is located at Atlantic Beach, North Carolina. The simplified acquisition will be issued as a Best Value Request for Quotes (RFQ), on or about February 7, 2007 via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. The repairs shall be performed at the contractor?s facility. The performance period is Forty-Seven (47) calendar days and is expected to begin on or about May 14, 2007. This requirement is geographically restricted from Savannah, GA to Philadelphia, PA, via Intra Coastal Waterways, with no open water transits. The scope of this acquisition is for various items aboard the USCGC SMILAX (WLIC- 315). Provide all labor, material and equipment necessary to perform dry dock repairs, including but not limited to the following Base Items: Base Items: Clean and Inspect Fuel Tanks (Including Disposal); Remove, Inspect, and Reinstall Propeller Shafts; Renew Water-Lubricated Shaft Bearings; Renew Propeller Shaft Sleeve(s); Remove, Inspect, and Reinstall Propellers; Preserve Transducer Rings; Overhaul and Renew Valves; Renew Sea Strainers; Inspect and Test Air Receivers; Remove, Inspect, and Reinstall Rudder Assembly; Perform Facing Winch Maintenance; Perform Buoy Boom Maintenance; Preserve Spud and Spud Well Surfaces; Perform Spud System Maintenance; Shrink Wrap Crane; Perform Deck Fitting Maintenance; Preserve Construction Deck; Preserve Tender Locker Deck; Preserve underwater Body; Coating System Visual Inspection; Painting of Draft Marks ? Barge; Painting of Draft Marks ?
