Description
SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT DESC: Under the authority of FAR 6.302-1, it is the Governments intent to award a sole source to Becton Dickinson & Company, 7 Loveton Circle, Sparks, MD 21152, for service and maintenanc e of the Bacteriological ID System. Becton Dickinson has the proprietary rights to the system and can provide immediate technical assistance and phone support for the various protocols that are being used. This is not a formal solicitation. This synopsis i s not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received, the service will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. Detailed capabilities must be submitted to the following email address no later than 4:00 P.M., Eastern Standard Time, 5 February 2007. EMAIL: elayne.seiler@amedd.army.mil Sole Source Justification: Becton Dickinson is the original equipment manufacturer and the vendor of the Bacteriological ID System that can provide the required service which best meets the Governments needs, prices and other factors to support our missio n requirements. It is essential that we use the original manufacturer of the equipment to maintain, repair or replace the unit as needed. They have proprietary rights and can provide immediate technical phone support and assistance to the Institute for the various protocols that are being use. If the system experiences a malfunction and repairs are needed they have access to all repair parts and all other resources to ensure the unit is repaired immediately. The Armed Forces Institute of Pathology, Microbio logy Division, BL3, provides service to various government agencies that at the time are of national security. Becton Dickinson is the only source that can meet the government's requirement that supports the Microbiology Division, BL3, due to them holding proprietary rights to the equipment. These specific services are required to assure correct medical diagnosis and research services for the AFIP, DOD, Federal, State and civilian medical institutions.
