Description

The U. S. Geological Survey, Bureau Information Technology Security Manager, intends to make award on a sole source basis to William S. Pfancuff and Associates (WSPA), LLC, for IT security program review. WSPA has the needed expertise to conduct the work and has also first hand knowledge of the work that the USGS Information Technology Security Management Unit is conducting. WSPA is the only known source capable of performing the required work. WSPA has been spearheading an effort to improve USGS IT security program activities under an existing contract 06ERCN0011. Prior to that Mr. Pfancuff worked with DOI's IT Security Office. The period of performance began in December 2003 and is ongoing. His background includes previous experience as the former Deputy Chief Information Officer for DOI. He is thoroughly familiar with USGS systems and policies, both through his current duties as a contractor for the GIO as well as his previous federal and ongoing contract work in the DOI OCIO office and with USGS. Working with DOI, Mr. Pfancuff gained a unique understanding the USGS organizational structure, mission, culture, and IT security environment which cannot be duplicated. He has played an integral role in the IT Security Steering Committee, contributing to the initial charter and leading efforts to ensure that the committee functions effectively. Due to his expertise on both the Departmental as well as the Bureau level, Mr. Pfancuff's services are uniquely suited to best fulfill the requirements of the contract. There is no written solicitiation for this requirement. This award will be made on or about February 9, 2007. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The NAICS code for this acquisition is 541690. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No additional synopsis will be published.
