Description
U.S. Army, Joint Munitions and Lethality Life Cycle Management Command Acquisition Center, Picatinny Arsenal, NJ 07806-5000 has a requirement to procure commercial off-the-shelf/non-developmental (COTS/NDI) item for Advanced Ballistic Calculator (ABC) to support sniper missions. The ABC consists of an electronic handheld computer (e.g. Rugged Personal Digital Assistant, RPDA) with installed small arms ballistic software. It utilizes an interactive touch-screen that is visible in direct sunlight and operable by both bare and gloved finger as well as stylus pen. The ABC is powered by a removable rechargeable battery and supplemented with an external battery adapter. The calculator uses Microsoft?? Windows?? CE Version 4.2 or higher operating system (OS) and utilizes a suitable processor with sufficient memory to run both the OS and ballistic software. The ballistic software accepts user input for weapon system, cartridge, angle cosine to target, and local atmospheric conditions. Angle cosine and range to target as well as atmospheric conditions will be read by external devices not included with the ABC. Advanced Ballistic Calculator (ABC) with Advanced Ballistic Solution (ABS) software installed, shall provide ballistic solutions to the following direct fire weapon systems: M24 Sniper Weapon System (SWS), M107 Long Range Sniper Rifle System (LRSR), and XM110 Semi-Automatic Sniper System (SASS). Interested firms shall submit two (2) each bid samples at no cost to the government. Contractor shall integrate, test, inspect and deliver fifteen (15) each of ABC as part of the basic quantity that meets the requirements. A Firm Fixed Price (FFP) contract with four option periods will be used for this acquisition utilizing 100% Small Business Set-Aside procedures. See Note 1. Contractor shall deliver the basic quantity of 15 each within 30 days after contract award and be able to produce a minimum of one hundred (100) per month subsequently. There will be four option periods with a maximum quantity of 1300 each. THIS IS NOT A REQUEST FOR PROPOSAL. The Request for Proposal (RFP) will be available on http://procnet.pica.army.mil on or about March 1, 2007. Proposals will be required within thirty (30) days of the date of release of the RFP.
