- Description
- The U.S. Department of Education (ED) is conducting a market survey to identify small businesses (SDB, WOB, HUBZone, VOSB, and SDVOSB) that are General Services Administration contract schedule holders or open market vendors with capabilities or prior experience for potential award of a contract with the U.S. Department of Education, Office of Inspector General (OIG). The purpose of this contract is to provide services by information technology (IT) systems security experts to perform reviews of the Department's security programs in support of FISMA and professional services to assist the OIG in addressing system-related issues. Requirements include: 1. Assist OIG in conducting an annual independent FISMA evaluation of selected U.S. Department of Education systems including Federal Student Aid systems. 2. Assist OIG in performing audits or assessments of major development and implementation of Department systems and applications. 3. Provide general professional support services to OIG, for example, provide expert technical advice on IT systems development, IT systems integration, system security matters, and related auditing activities. Related activities may include, but are not limited to, attending meetings and conferences, assisting the OIG in monitoring the security of ED IT systems, and providing training services to OIG staff. Address the following questions in your capability responses: Technical Questions: 1. Discuss your knowledge of Federal auditing standards. 2. What is your experience with writing IT audit and technical reports? 3. What knowledge and familiarity do you have with IT Audits that include technical security control testing of general and application controls, and system developments? 4. What is your familiarity with auditing and assessing different technical operating environments at an enterprise level (i.e., medium to large Federal or commercial data centers? 5. What is your familiarity with the applicability of Federal IT standards, laws and regulations? 6. What is your familiarity with industry IT standards for computer security and system development management? Business Questions: 1. Which NAICS code would you recommend? 2. What contract type do you recommend? Explain. 3. List any certifications you have earned to perform this type of work. 4. List the GSA Schedule Contracts you hold, if any. Responses should be submitted in MicroSoft Word document with page size 8.5 x 11 inches. Document Font shall be Times New Roman Size 10-12 with no less than single spacing between lines.
