No: QEW70008 Solicitation Number: NHLBI-PB-AR-2007-085/JNB Solicitation Type: Sole Source Suggested Source: Small Business/set-aside Title: Professional, Administrative, and Management Support Services THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL, A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute?s (NHLBI) Office of Acquisitions (OA) for the National Institutes of Health?s National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) http://www.niams.nih.gov, intend to award a purchase order on a sole source, Set-Aside basis, to Rachel H Greenberg, 2410 Tunlaw RD NW, Washington, DC 20007, to provide consultant services, administrative and management support, to the NIAMS Office of Communication & Public Liaison, that produce, evaluate, disseminate culturally linguistically appropriate health information to the Healthy People 2010 program. Ms Greenberg is uniquely qualified to contract with NIAMS for this project due to extensive experience working on large-scale Federal Health Education programs, including the National Diabetes Education program co-sponsored by the National Institute of Diabetes and Digestive and Kidney Diseases and Alcohol Abuse, and the Mental Health Services Administration. Specifically, the Contractor shall provide his expertise in promoting health and disease information on the joint muscles, bones and skin to various audiences, patients, students, allied health professionals, physicians and researchers, the media, community based organizations, voluntary and professional groups. Duties Include: 1) Identify through investigation the specific health related problem areas, issues, and variables, quantitatively and qualitatively 2) Obtain and analyze input from stakeholders throughout the United States 3) Define the health communication objectives of the project 4) Identify targeted and intended audiences (s) and potential distribution partners 5) Plan and develop a communication strategy. Selection Criteria: 1) Comprehension of the duties and requirements, including creativity and thoroughness, shown in planned execution of this type of project 2) Use of methods and techniques for completion of tasks 3) Ability to anticipate potential problem areas within the scope of the requirement, to demonstrate creativity, and feasibility as it relates to potential solutions to problems, future integration of new processes, and technology enhancements 4) Demonstrated quality within the area of Project Management, including submission of reports and products within decided deadlines. The vendor shall independently, and not as an agent of the Government, furnish all necessary labor, materials, supplies, equipment, and services (except as otherwise specified herein) and perform the tasks set forth. The contractor shall use all necessary methods to ensure that evaluation questions are answered. The contractor shall submit, as part of the proposal, a preliminary implementation plan for the evaluation based on the information provided. Period of Performance: The proposed period of performance for this service is estimated February 2007 through January 2008, with a estimate of (600 hours). Place of Performance: National Institutes of Health?s National Institute of Arthritis and Musculoskeletal and Skin Diseases, but not restricted to the Bethesda location. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition requirements are not applicable to this acquisition. The North American Classification System (NAICS) code applicable to this requirement is 541690. Vendors may request a Request for Proposal (RFP) package from the contract Specialist, Mr. Jeffery Battle at this time. The submission of the RFP is due 30 days after the posting of the synopsis to FedBizOpps, 08:00 am. The submission must also include any prompt payment discount terms, the Duns & Bradstreet number (Duns), the Taxpayer Identification Number (TIN) and the vendor?s business size. The vendor must also register in the Government?s Contractor Registry System, www.ccr.gov.
