Description
REPLACE CABLE ON MEDIUM INTENSITY APPROACH LIGHTING SYSTEM WITH RUNWAY ALIGNMENT LIGHTS (MALSR) AT LOUIS ARMSTRONG INTERNATIONAL AIRPORT, KENNER, LA. PLEASE NOTE: THE ARCHIVE DATE DOES NOT REFLECT SOLICITATION DUE DATE. The Federal Aviation Administration (FAA) is seeking competent and qualified Small Business construction contractors interested in providing offers for this project. Work will consist of, but is not limited to: 1. Construction of MALSR for runway, including timber piles, concrete foundations, LIR poles, and flashers atop support structures. 2. Provide shelter foundation and associated access roadway/parking and maintenance areas. 3. Install Government Furnished Equipment, including MALSR shelter. 4. Provide underground ducts, pullboxes and transformer pad for electrical service. 5. Restore affected areas by backfilling and replacing grass to match surrounding areas. 6. Demolition of existing MALSR lights and foundations, and site clean-up. Work will be done on an active airport and the contractor shall comply with all procedures, rules and regulations of the airport authorities including limitations on equipment heights, taxiway and runway barricade requirements, traffic control, allowable work hours, and other issues to ensure uninterrupted airport operations. All work shall be in accordance with the specifications and drawings. 1. This project is a total set-aside for Small Business Concerns. 2. Estimated contract duration is 60 days. 3. Projected contract award date is the last week of March, 2007. 4. The NAICS code is 237990, and the Small Business size is $31M. 5. Estimated Bid Range: $250,000 to $500,000. 6. The contractor receiving award is expected to perform at least 15% of the work utilizing their own employees. 7. A mandatory pre-bid site visit will be conducted the week of February 27, 2007. The date, time, location, and point of contact will be provided with the solicitation package. THE SUCCESSFUL OFFER MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE AND/OR AWARD: a. The contractor must have successfully completed similar projects, both in dollar amount and scope, on an operational airport. b. The contractor must have delivered a quality product in the timeframe established by the contract. c. Contractors must have active registration in Central Contractor Registration (CCR) before award can be made. Contractors can register at www.ccr.gov/. The solicitation package is expected to be available the third week of February, 2007. The solicitation package will be provided ONLY to the first 8 contractors that supply a complete and timely request. Contractors must submit their request for this package, including the required documentation listed below, no later than February 8, 2007. Contractors must provide their company name, physical mailing address, telephone/fax numbers, and must complete & submit the following: 1. Past performance information to include the facility where the work was performed, contract number, date work was completed, facility POC and contact information. 2. Document Security Notice to Prospective Offerors (attached). 3. Business Declaration (attached). Failure to submit ALL required information and documents will cause the request to be deemed non-responsive.
