Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR CDRL SOFTWARE. HQ CPSG/PK, Lackland AFB TX, is seeking sources for a software module to manage the DD Form 1423, Contract Data Requirements Lists (CDRLs) and data deliverables of multiple contracts within the Crypto Modernization (CM) Program. Management of data includes scanning, data input, storage, modification, reproduction, automation, notification, tracking, reporting, and statuses of CDRLs, Data Item Descriptions (DID), and Logistics, Engineering, and Security data submittals. More specific functions would include: An Integrated DID repository; Generation of CDRL 1423 Forms; Managing; Contract Line Item Numbers, Modifications and CDRL versions; Linking CDRL deliveries to contract milestones; Generating recurring CDRL delivery schedules; Forecasting CDRL receipts via calendar; Online CDRL submittal portals for vendors; Managing data separation security; Auto-route CDRL submittals for approval; Auto-alert reviewers via e-mail. Twenty five (25) User Licenses of the Software, Initial User Training, Installation, and Operational Services are required. Licensing will be flexible enough for multiple users from different elements of the CM Program to make use of. For example: Users of two separate projects can use the system simultaneously and when CDRL requirements draw down at the end of their contracts, a third user can begin using the system. Operational services would include: mapping and migrating our legacy data to the data base environment, tailoring data items (contracts, CDRLs, documents, action items, meetings, etc.) to presentation formats, developing data reports to our formats, building workflow template library for use in common review processes, developing specific business rules for automatic functions, and establishing program metrics and scorecards. The software program must address standardization, compatibility, maintainability, and interoperability issues associated with specific Network configuration requirements in which they will be deployed (Network Modular Automation 2000/XP). Interested sources should include (a) qualifications, capabilities, processes and experience with respect to the requirement specified above, (b) whether performance would be as a prime or name the contemplated subcontractor, (c) whether interested source is small, small-disadvantaged, woman owned, HUBZone, service-disabled veteran, using North American Industrial Classification System (NAICS) Code 541511, Average Annual Receipts $23.0Million. This synopsis is for information and planning purposes and does not constitute a Request for Quotation (RFQ). The Government will not reimburse contractor for any costs associated with preparing or submitting a response to this notice.
