- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations as supplemented with additional information included in this notice. This notice constitutes the only solicitation and a separate written solicitation will not be issued. M00681-07-T-0024 is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-14. This is an Unrestricted Procurement. The North American Industry Classification System NAICS is 334220. This combined synopsis/solicitation is for the following item: CLIN 0001 ANTENNA, Omni-Directional UHF CLSM SATCOM antenna with self-contained line amplifiers. The antennas must meet the following salient characteristics: Have a frequency range of 225-400 MHz, must be capable of both UHF LOS and UHF SATCOM, must be ruggedized for shipboard use, th e amplifier and antenna assembly must be integrated, antennas must be able to transmit a signal over 400 feet of cable length. Quantity: 4 Each. Delivery: The Government requires delivery to Marine Corps Base Camp Pendleton, CA 92055. The Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representation and Certifications?Commercial Items, with its offer. The clause 52.212-4 Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes Or Executive Orders ? Commercial Items, applies to this acquisition. Applicable clauses cited in 52.212-5 are: 52.203-6 Alt I, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33 Additional FAR clauses applicable to this acquisition are: 52.204-4 and 52.242-13. The followi ng DFARS clauses are applicable to this acquisition: 252.204-7003, Co ntrol of Government Personnel Work Product, 252.225-7000, Buy American Act?Balance of Payments Program Certificate, 252.212-7001, Offeror Representations and Certifications?Commercial Items, 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, 252.209-7004, 252.243-7001, Pricing of Contract Modifications, 252.232-7003 Electronic Submission of Payment Request, 252.243-7002 Requests for Equitable Adjustments applies to this acquisition. Additional DFARS clauses cited in 252.212-7001 that are applicable to this are: 52.203-3, 252.225.7001, and 252.225.7012. In addition, the provision at 252.209-7001, Disclosure of Ownership or Control by the Government of a Terrorist Country applies to this acquisition. In accordance with DFARS 252.232-7003, invoices under this contract are to be submitted electronically. This office and the Marine Corps have determined that Wide Area Work Flo w (WAWF) will be used to accomplish electronic invoicing. Specific instructions for invoicing through WAWF are available at: http://www.wawftraining.com. Electronic registration for WAWF is available at: http://rmb.ogden.disa.mil. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Quoters shall provide the following information in order to evaluate the quote: 1. Adequate descriptive literature to demonstrate the product offered meets the requirements of the solicitation, 2. A minimum of two references for similar work completed within the past three years, 3. Delivery, to include: number of days from receipt of order, FOB point, and Estimated Transportation costs, (4). Unit Price and extended price for a quantity of four antennas. Quotations will be evaluated in an efficient and minimally burdens ome fashion, and acceptable quotes may be comparatively evaluated purs uant to FAR 13.106-2(b).
