Description
This is a repost of questions and answers to subject procurement. NOTE: All questions will be directly answered through FEDBizOps from this point forward. It is the offerors? responsibility for checking FEDBizOps for any amendments. With regards to the hours stated in Section B, B.1; the Unit hours for CLIN 0001, CLIN 0003, CLIN 0004, & CLIN 005 should read as follows: 24,960 hours. For CLIN 0002, which is a leap year the hours are stated as such: 24,960 for the base and 72 hours for the leap day, which calculates 6 people times 12 hours each. The addition of TSAAMS Clause 3.6.1.7-Limitations on Subcontracting (August 1997) QUESTIONS & ANSWERS Is there an incumbent? There is NO incumbent for this RFP. In Section C, Page 8, Paragraph 9.0, it states the staff is to work 24/7/365 with rotating shifts that will be designed by the Government but in Section H, page 23, paragraph H.6, it states that shift hours are from 7:30 AM to 5:30 PM, Monday through Friday. Which shift schedule should we adhere to? Delete H 6 Work Attendance in its entirety. The shift schedule is anticipated but subject to change as such: Shift 1: 6:00 AM - 6:00 PM Shift 2: 6:00 PM ? 6:00 AM Is the Government?s preferred method of proposal deliver via email to the contracting officer or other? The Government?s preference is via email to be sent to Audrey Taylor at Audrey.Taylor@dhs.gov and copied to Marvin Grubbs at Marvin.Grubbs@dhs.gov. It is the responsibility of the offeror to confirm receipt of proposal delivery. Is an Executive Summary exempt from the Volume 1 page limit (10)? No, page limit remains as stated in RFP Was page 5 the first page of the solicitation, we received pages 5 through 32? RFP letter counts 1-4 and RFP Body count 5-32 and Non-Disclosure Agreement Is Standard Form 33 required with our proposal; I do not see it included with the solicitation? No the Standard Form 33 is not required. Will the cover page and table of contents page be included in the total 10 page proposal count for Volume 1? Yes any cover page and table of contents are included in the 10 page limitation. Will an interim "SECRET" security clearance for potential watch officers suffice initially to respond to the SIR? Yes, an interim SECRET clearance is acceptable pending a finalized SECRET clearance. It is incumbent of the awardee to assist in expediting the clearance process. Regarding 9.0 Technical Requirements (e) U.S. security clearance, how long does it take to process a security clearance? Do all personnel need to possess a security clearance, or if they have the paperwork in process at the time of start is that acceptable? The time to process a SECRET clearance is not definable. Yes, all personnel must possess a SECRET clearance or an interim as stated above. Regarding Section C, 10. Deliverables: a. Will there be a 30 day start up period after contract ward to accommodate the referenced drug tests required for contract personnel? Yes, there will be an unbillable 30 day start-up period after contract award. b. If yes, what affect will this have on the 12 March 2007 start date listed in Section F, .1? The contract start date will be no later than April 12, 2007. c. Finally, will the costs associated with the referenced drug tests be covered directly by the Government or should they be included in the cost proposal as a reimbursable expense? Reimbursement for drug testing will be on a cost only basis. In the event of a National emergency which requires additional personnel and/or work hours, will the contract be amended with additional funding above and beyond the standard watch floor support? Yes, a total per year of 500 anticipated hours for emergency service is allocated for working a National Emergency etc as directed by the Contracting Officer and/or COTR. No work shall commence unless the emergency CLIN also known as surge CLIN is funded. Please submit the applicable labor category and rate for personnel that may be assigned to this CLIN. Please also note this will convert the current proposed contract to a combination firm fixed price / labor hour contract. In Section C it states that travel may be required. a. Will ODCs be reimbursed on a cost plus fee basis or a cost only basis? A total of 500 anticipated hours in the event of a national emergency is set up. Travel is an anticipated at a total cost of $2,000.00 per contract year. Long distance travel to TSA?s COOP facility may be reimbursed following Federal Travel Regulations (FTR) and as approved by the CO and / pr COTR in advance. Local travel remains unauthorized Are the contractor's shift hours required to conform to the government personnel's shift hours? If so, please provide the government's shift schedule. On page 23, the SIR states duty hours are M-F 0730 through 1730 with 10 observed holidays. This appears to be in conflict with the stated 24/7/365 schedule. Please confirm this clause was included in error. Section H.6, Government Holidays has been deleted from the SIR. The current watch floor schedule is anticipated as follows but is subject to change: Shift 1: 6 Am to 6 PM Shift 2: 6 Pm to 6 AM Shift schedule is subject to frequent change without approval from Vendor. Shift schedules are set according to the Governments needs. Schedules are posted 14 days in advance. Will the Government accept personnel with Interim Secret Clearances upon contract award? Yes, the Government will accept Interim Secret clearance upon contract award pending finalized Secret status. Will there be an ODC line to pay for the required drug tests? The stated drug tests will not be necessary and has been deleted from the RFP in its entirety. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (02-FEB-2007); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
