- The Department of Transportation, Federal Aviation Administration (FAA) intends to award a single source contract with a one-year base period and up to four one-year options to Gellman Research Associates (GRA), Inc., in Jenkintown, PA, to perform support services for the Technical Operations, Safety and Operations Support Office located in Washington, DC. The Technical Operations Office manages the Air Traffic Services Business Model (ATSBM), which integrates financial data, National Airspace System (NAS) equipment data, NAS performance data and aviation and passenger activity data to provide a platform for decision-making by the Technical Operations employees at all levels. The model also has been used to support other FAA activities including reauthorization of FAA's budgets and programs. The model resides on a FAA server and is available to FAA staff on an as needed basis. The model is updated monthly or as data becomes available with new datasets to keep information current. The principal datasets include those related to NAS facilities, flights, passengers, cost accounting, labor distribution, maintenance demand and service provided, and related activities including telecommunications, energy, logistics and flight inspection. Please see the attached Draft Statement of Work for the services and tasks that must be provided for this requirement. The FAA intends to have a resultant contract in place by July 2007. This requirement is being processed using limitation of sources to a single source as provided under the Federal Aviation Administration Acquisition Management System (AMS) Section 3.2.2.4. This procurement is considered to be single source based upon the vendor's proprietary data for support of the ATSBM. GRA, Inc. developed the existing models and the proprietary classification tools. The principal North American Industry Classification System (NAICS) code for this requirement is 541511, with a size standard of $23 Million. Interested firms who feel they have the capability and experience to perform this service should submit detailed documentation of their ability to perform the services outlined in the attached Draft Statement of Work.
