- The U.S. Department of Transportation, Research and Innovation Technology Administration, Volpe National Transportation Systems Center (Volpe Center), intends to negotiate per FAR Part 15 Contracting by Negotiation on a sole source basis under statutory authority of FAR Part 6, paragraph 6.302-3(a)(2)(ii). Only one responsible source and no other supplies or services will satisfy agency requirements. The Volpe Center in support of the Federal Aviation Administration (FAA) intends to award a contract on a sole source basis to the Johns Hopkins University Applied Physics Laboratory (JHU/APL). JHU/APL has developed an engineering analysis and flight monitoring system known as the Comprehensive Real Time Analysis of Broadcast Systems (CRABS). CRABS was specifically developed to collect, analyze, distribute Automatic Dependent Surveillance ? Broadcast (ADS-B) and broadcast services data, and monitor the status of the existing non-certified ADS-B ground station network. , CRABS 1. monitors the network of non-certified ADS-B ground stations supporting the East Coast initiative and Alaska, 2. collects ADS-B data in the Asterix Cat 33 message format from the existing ADS-B ground stations, 3. collects ADS-B health status messages in the Asterix Cat 23 message format from the existing ADS-B ground stations, 4. receives radar data messages from the ASR- 9 secondary surveillance radar, 5. receives and decode targets information from multiple surveillance sensor sources, 6. transmits FIS-B data received from weather radar sources, 7. transmits TIS-B information received from secondary surveillance radar, 8. assesses the performance characteristics of the ADS-B, TIS-B, FIS-B, and radar data sources, and 9. provides flight monitoring services to validate the ADS-B performance. Market research did not find any institution or vendor providing an engineering system similar to CRABS or the system engineering expertise provided by the Applied Physics Laboratory. The North American Industry Classification System (NAICS) Code for this acquisition is 541710. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms have 15 calendar days from the date of publication of this synopsis to submit in writing to the above named point of contact, clear and convincing documentation of their companies` capability to provide required services. Such documentation will be utilized solely for the purpose determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 calendar days or without the required documentation will be considered non-responsive and shall not be considered. The Government shall not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to this synopsis, is solely within the discretion of the Government. Telephone calls in place of required documentation is not acceptable.
