Description
A market survey is being conducted to determine if there are adequate section 8(a), HUBZone, and Service Disabled Veteran Owned Small Business contractors to provide all labor, equipment, supplies, and consultant services to design and construct a st andard design tactical equipment maintenance facility, oil storage building, organizational equipment parking, supply support activity/medical warehouse, and hazardous material storage. The tactical equipment maintenance facility will include a bridge cra ne, maintenance pit, and vehicle lifts. Antiterrorism/force protection features will be provided to include building electronic access control, intrusion detection, surveillance, mass notification systems and perimeter barriers. Supporting facilities wil l include utilities, electrical service, pavement, sidewalks, curbs and gutters, storm drainage, fencing and information systems. Construction contract will be advertised as a design/build Request for Proposal and the successful offeror will be selected u sing a best value evaluation process. This project is planned for advertising in August 2007. Contract duration is 540 days. The estimated cost range is between $10,000,000 and $25,000,000. 20% of the work is to be self-performed. All interested SBA H UBZone certified or SBA 8(a) certified or SDVOB contractors should notify this office in writing by mail or fax by 12:00 PM (Noon) on 16 February 2007 Louisville local time. Responses should include (1) Identification of the company as either SBA HUBZone certified or SBA 8(a) certified or SDVOB, (2) Past Experience  describe completed projects that are similar in size and scope of the proposed project, the percentage of self-performed work, how the project was accomplished , and performance rating for the work, (3) Letter from bonding agency indicating performance and payment bonds approval for the project in the dollar range listed above, and (4) a statement verifying the contractor will perform 20% of the work and how it will be accomplished. NOTE: If q ualified SBA HUBZone certified, or SBA8(a) certified, or SDVOB contractors do not respond, this planned contract action will be converted to a full and open competition.
