Description
The Bureau of Reclamation, Yuma Area Office, intends to award a purchase order on a sole-source basis to Separation Systems International for membrane chemistry research and consulting services. The work is located in Yuma County, Arizona. Membrane chemistry expertise is required as follows: The contractor shall have a minimum of 20 to 30 years of experience and demonstrated skills in the design, construction, and installation of commercial membrane and spiral element processing equipment, technology transfer, and the development of new membranes, membrane processes, and element design. Experience shall include experience in the development of synthetic polymeric membranes, separation devices, equipment and processes for water desalination, water purification, and ultrafiltration, as well as extensive experience in polymer synthesis, modification, characterization, morphology, and processing. The contractor shall be skilled in making cellulose acetate and polyamide thin film composite membranes, as well as in rolling spiral wound elements from these membrane materials. The contractor's experience shall be documented by the authorship or coauthorship of extensive technical works including scientific journal publications in the area of polymers, synthetic membranes, and separations processes; book chapters; patents, presentations of publications at professional meetings; and scientific technical reports to government agencies. The contractor shall possess 20 years expertise and experience in state of the art technologies used in desalination processes. These technologies include settling, lime softening, coagulation, flocculation, ion exchange, microfiltration, ultrafiltration, reverse osmosis (RO), electrodialysis, and other advanced water treatment and desalting processes; The contractor shall have experience with desalination RO data analysis, data interpretation, normalization and performing detailed cost analysis associated with life cycle and annual operating expense; The contractor shall have designed and constructed full-scale desalination systems, including maintenance and calibration of specialized field and laboratory instrumentation components, and shall have operated pilot-scale systems in remote areas; and the contractor shall have broad technical knowledge of the mechanical and fluid dynamic engineering principles related to desalination and water treatment plant design. The NAICS code for this work is 541710 and the size standard is 500 employees. Prospective contractors who meet the requirements as indicated above are invited to submit for evaluation documents which verify their experience in membrane chemistry research by COB on February 14, 2007. Effective October 1, 2003, prospective vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. Lack of registration in the CCR database may make an offeror ineligible for award.
