- Description
- The United States Naval Test Pilot School (USNTPS) located at Naval Air Station, Patuxent River MD has a requirement for a contractor to provide a Variable Stability Learjet with qualified pilots in support of USNTPS Japanese Advanced Flight Control Short Course flight demonstration exercise during the period 19 March 2007 through 30 March 2007. The Government intends to solicit and negotiate on an other than full and open competitive basis with Calspan Corporation, 4455 Genesee Street, Buffalo NY 14225-1928 under the authority of FAR 6.302-1. Calspan Corporation is the sole qualified supplier of this service at the present time. In addition, Calspan Corporation is the only known company with an approved Variable Stability and Control (VSC) aircraft capable of acting as a ground-based simulator. This contractor-owned, proprietary aircraft provides a unique in-flight test platform for conducting engineering studies of airplane flying qualities and incorporates a data recording instrumentation system which records control inputs and their effect on aircraft rates and positions. This notice of intent is not a request for competitive proposals, however, interested parties may submit a proposal in which they identify their interest and capability. All proposals received by 2:30 PM Eastern Standard Time, 21 February 2007 will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. The Contractor shall provide two fully qualified engineer/pilots to conduct classroom and individual instruction, provide up to 12.6 hours of in-flight demonstration hours in the Variable Stability Learjet, provide related course materials and conduct briefings and debriefings. The Contractor shall provide access to airworthiness and maintenance documentation for the aircraft. The provided aircraft must meet applicable FAA standards for the appropriate category and class. In addition to meeting all applicable Federal Aviation Regulations, the minimum qualifications for the Contractor furnished pilots are: Pilot shall be current in aircraft operation. Completed not less than 500 hours total flight time. Must have a current FAA commercial license (CFI desired) with current medical qualifications and required aircraft certifications. If the pilot has not previously flown with USNTPS, an initial pilot qualification flight and familiarization shall be completed prior to student flights. All responsible sources may submit a proposal, which shall be considered by the agency.
