Description
The Space and Naval Warfare Systems Command (SPAWARSYSCOM), on behalf of the Program Executive Office for Command, Control, Communications, Computers and Intelligence (PEO C4I), Carrier and Air Integration Program Office (PMW 750), and Ship Integration Program Office (PMW 760), intends to issue a Request for Proposal (RFP) number N00039-07- R-0002 for integration, engineering, procurement, fabrication, assembly, test, inspection, delivery, and limited installation of integrated C4I capabilities aboard new construction ships. This contract will support various Navy and other United States Government shipbuilding programs. These programs require integrated C4I capabilities to provide robust communications for operations, maritime and flight safety. These programs require integrated information from various communications links and sensors. The integrated capabilities will provide a given command or ship an extension of the tactical horizon, provide threat indications and warnings. These capabilities will also provide tactical threat analysis and the capability to target the indicated threat entities. The integrated capability is made up of distributed systems that provide network capabilities, communications, command and control, intelligence, and non-tactical data. Scope of work includes: Resource Planning, Platform System Engineering, Platform Logistics Package Build-up, Manufacturing Engineering, Integrated C4I Test Development & Support, Material Specification Management, Configuration Management, Trade Studies, Gap Analyses, Human Systems Integration (HSI), Rack Integration/Assembly, Test and Integration Facility (TIF) Build-up, Manufacturing, Production and Fabrication Process Development/Maintenance, Product Testing & Support, Platform C4I Testing, Failure Analyses, Manufacturing Readiness, Delivery, Installation, and Platform Familiarization. A copy of the draft Statement of Objectives is provided as an attachment to this synopsis. The Government anticipates a competitive award of a hybrid Indefinite Delivery, Indefinite Quantity (IDIQ) contract which includes both Cost Plus Incentive Fee (CPIF) and Firm Fixed Price (FFP) Contract Line Items (CLINs). The period of performance will consist of a base ordering period of five (5) years as well as three additional one-year options. A draft RFP is scheduled to be released in early March 2007. The final solicitation is scheduled to be posted early May 2007. Under this full and open competitive procurement, the Government intends to provide Government Furnished Property (GFP)/Government Furnished Information. The Government will hold an Industry Day for this procurement in Charleston, South Carolina on 16 March 2007 at Space and Naval Warfare System Center Charleston (SSC Charleston), Building 3112, followed by a site visit in the afternoon of the Government Testing and Integration Facility (TIF). Interested parties who are current Department of Defense contractors can register for Industry Day by sending an e-mail request with the company's CAGE code and names of attendees to Theresa Brutsch at Theresa.brutsch@navy.mil. Due to security processes associated with the Industry Day, no reservations will be accepted after 9 March 2007. Attendance is limited to five (5) participants per contractor for the Industry Day briefing and two (2) participants per contractor for the site visit. The Draft RFP will be available for review in advance of Industry Day on FedBizOpps and SPAWAR E-Commerce Central website (https://e-commerce.spawar.navy.mil) under Future Opportunities. No one-on- one meetings will be provided at Industry Day. This procurement will require the large business contractors to submit a Small Business Subcontracting Plan demonstrating efforts to provide subcontracting opportunities for Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Service Disabled Veteran Owned Small Business (SDVOSB) and Historically Underutilized Business Zone (HUBZone) Small Business and other Small Business concerns. The North American Industry Classification System (NAICS) code for this requirement is 541330 and the small business size standard is $25M. The final solicitation will be issued without further notice and will be available at the SPAWAR E-Commerce Central website.
