- The American Consulate General, Frankfurt hereby provides the following Pre-Solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for: PHYSICAL SECURITY (PSU) AND LOCK & LEAVE (L&L) UPGRADE AT THE U.S. CONSULATE - LAHORE, PAKISTAN The Regional Procurement Support Office in Frankfurt, Germany intends to issue a Firm Fixed- Price contract. The scope of work requires the successful Contractor to Provide design and construction services for Physical Security and Lock and Leave Upgrades at the U.S. Consulate in Lahore, Pakistan, using the design-build delivery method. The Contractor shall design and construct this project in accordance with the technical requirements and the bridging documents which will be provided with the solicitation. This Project includes but is not limited to the following upgrades to existing facilities: 1. Physical Security Upgrade - Anti-Ram / Anti-Climb Perimeter Walls and Fences - Anti-Ram Bollards - Active Anti-Ram Barrier - Renovation and Expansion of Existing Compound Access Control (CAC) Facility - Forced Entry (FE) and Forced Entry/Ballistic Resistant (FE/BR) Doors and Windows - Site Lighting Upgrade - Generator Fuel Storage Fill and Exhaust Upgrades 2. Lock and Leave Upgrade - Hardline Walls - Forced Entry (FE) and Forced Entry/Ballistic Resistant (FE/BR) Doors A pre-construction conference and site visit is tentatively scheduled for March 21, 2007, details of which will be announced. The estimated price for this project is between $1 and $5 million U.S. Dollars for the entire project. Proposals will be due in April 2007 and it is intended to award the contract in May 2007. Companies interested in the solicitation shall express their interest by written correspondence to the attention of Graham Andrews at the above fax number or e-mail address, no later than February 23, 2007 using the solicitation number SGE500-07-R-1025 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Name, Telephone and Fax Numbers, and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Pakistan. In conjunction with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), requests for the solicitation package shall contain a statement that licensing and other requirements to perform work in Pakistan have been reviewed/researched prior to application. The solicitation package will only be available in the English language. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
