- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Sub Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number F3H0NI7039A100 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. The NAICS Code is 813110 and the NAICS size standard is $6.5M. 55 CONS intends to issue a firm fixed priced purchase order for delivery and installation of the following items: CATHOLIC AUXILIARY PRIEST PERFORMANCE WORK STATEMENT TITLE: Catholic Auxiliary Priest LOCATION: Capehart and SAC Memorial Chapel Offutt AFB, NE 68113 1. ENVIRONMENT: 1.1. Offutt Air Force Base Chaplain Service mission is tailored around the 55 Wing mission. We provide for the religious and spiritual needs of the Air Force and their families. (AFI 52-105V2 - Attachment 4, paragraph 1.A.) 1.2. We support individual rights under the First Amendment to the US Constitution and provide an opportunity for everyone to freely exercise their religious beliefs. (AFI 52-105V2 - Attachment 4, paragraph 1.A) 1.3. The Chapel Tithes and Offerings Fund (CTOF) provide essential resources for Chapel programming. The majority of CTOF assets come through weekend worship service tithes and offerings with the remainder coming through fundraisers and donations. All assets must be fully protected and accounted for. (AFI 52-105V2 - Attachment 4, paragraph 1.B) 2. QUALIFICATIONS 2.1 The Contractor must be a duly ordained Roman Catholic priest in good standing with the bishop of his diocese or the superior of his religious order in the Catholic Church and endorsed by document. 2.2. The Contractor must be knowledgeable of Scriptures and teachings of the Roman Catholic faith and Cannon law. 2.3. The Contractor must be knowledgeable of the role of a Catholic chaplain in a diverse and pluralistic military religious environment. 2.4. The Contractor must be able to oversee a comprehensive Catholic religious education program for the local installation and associated community. 2.5. The Contractor must be able to provide Critical Stress Management, Pastoral Crisis Intervention and Suicide Prevention. 2.6. The Contractor must able to work with chaplains and chaplain assistance in an ecumenical/interfaith setting. 2.7 The Contractor must be able to perform services under the supervision of the Wing Chaplain and the Military Archdiocese. 3. CONTRACTOR DUTIES: 3.1 The Contractor shall plan, organize, and direct the activities of the Base Chapel Catholic community, ensuring that the Catholic program complies with legal and regulatory requirements and meets customer needs. 3.2. The Contractor shall develop goals and objectives that integrate organization and Roman Catholic Church Objectives. 3.3. The Contractor shall research, interpret, analyze, and applies AFI 52-101, 102, 104, AFPD 52-1 and Operating Instructions (OI?s) instituted by 55 WG/HC. 3.4. The Contractor shall represent 55 WG/HC and the Catholic Community to a variety of installations and functional area organizations. Liaison with Navy and Army Catholic chaplains serving in the Hampton-Roads area, Archdiocese for the Military Services, Catholic Diocese of Omaha and home churches of base personnel. 3.5. The Contractor shall provide and conduct Catholic Worship, Liturgy, Rites and Pastoral Care. 3.6. The Contractor shall establish periods for Catholic worship, provide proper liturgical environment, conduct scheduled Eucharist services as well as devotions, prayer services, sacramental rites and funerals. 3.7. The Contractor shall initiates development of special services in time of national crises and mourning or national celebration and thanksgiving services. 3.8. The Contractor shall prepare homilies/sermons. 3.9. The Contractor shall provide sacramental ministry to all Catholic military members and their family members. 3.10. The Contractor shall provide leadership and be ?On-Call? for all emergencies (on and off base) to include the service of Last Rites/Sacrament of Healing. 3.11. The Contractor shall provide leadership for scheduled chapel worship services. 3.12. The Contractor shall serve as an intervention specialist and counselor to Catholic Military members and their families on spiritual, ethical, moral matters. 3.13. The Contractor will be asked to be a member on the Death Notification Team when the military member or family is Catholic. Provide bereavement support as required for the active duty and retiree community. 3.14. The Contractor shall officiate at bedside/hospital services for military members and their family. 3.15. The Contractor shall develop regular visitation schedules to be accessible and to develop and maintain healthy relationships with those requiring chaplain services. 3.16. The Contractor shall evaluate reports by analyzing facts and performing appropriate research and prepare detailed responses. 3.17. The Contractor shall research and determine or recommend appropriate actions of interpretations of issues that impact organization, installation, command or agency. 3.18 The Contractor shall regularly attend the Parish Pastoral Advisory Council meetings and Wing Chapel staff meetings to report on Catholic Parish ministry. Also attends all scheduled liturgy meetings on a regular basis to assist in coordination of dates, times and places of all parish liturgies (especially seasonal liturgical events, i.e. Advent, Christmas, Lent, Easter, etc 3.19 The Contractor shall safeguard all government/Chapel equipment and supplies provided to fulfill this position. 3.20 The Contractor shall provide the Wing Chaplain Customer service hours at Capehart Chapel or at the SAC Memorial Chapel upon agreement of the 55 WG Chaplains. The Contractor shall notify the Wing Chaplain of any absences and, if absent, will arrange to accomplish the tasks of this Statement of Work at other times or provide a substitute of equal or higher proficiency who must be approved in advance by the 55 WG Chaplain. 3.21. The Contractor shall prepare annual budget and monthly budget reports for the Parish Pastoral Council as well as facility requests for program materials from assistance with the Catholic Pastoral Assistant. 3.22. The Contractor shall be directly responsible for securing chapel facilities when used after normal duty hours. 4. CHAPEL SECTION RESPONSIBILITIES: 4.1. The chapel shall provide necessary program specific supplies and equipment as negotiated through the 55 WG Chaplains. 4.2. The chapel reserves the right to change the work schedule provided the Contractor is given notice one week prior to the change. 5. CONTRACTOR RESPONSIBILITIES: 5.1. The Contractor will provide any contractor- specific supplies and equipment to include: (1) Personal transportation (2) Contractor preferred or specific office equipment or supplies 5.2. The Contractor shall provide the personal skills, training, and competency that will be needed to meet all requirements contained in this statement of work (SOW). 5.3. The Contractor shall use the equipment or supplies provided by the Chapel only for contract performance and will exercise reasonable care in caring for the equipment. At the end of the contract, the contractor will return the equipment to the Chapel in substantially the same condition in which it was received, ordinary wear and tear excepted. 5.4. The Contractor will submit funds request for supplies needed to perform services in the SOW. (See HC Operating Instruction 52-4 1 Jan 06 paragraph 3.11, 3.14.) 5.5. The Contractor shall be responsible for all damages, claims, liabilities, costs or attorney fees that arise from or relate to performance of this contract or which are caused or contributed by the contractor during the performance of this agreement. (AFI 52-105V2 - Attachment 4. paragraph 2.C.) 5.6. The Contractor must be able to maintain a neat, clean and well-groomed professional appearance and conduct him or herself in a business like manner. (AFI 52-105V2 - Attachment 4. paragraph 2.D.) 5.7. Quality Assurance: The Quality Assurance Evaluator (QAE) for this contract is the NCOIC, Offutt AFB Chapel. The contractor shall consult with the QAE for resolution of problems or questions about this (SOW). (AFI 52-105V2 - Attachment 4, paragraph 4) 5.8. Period of Service: Contracts will be in effect upon signing contract agreement with the 55 WG Contracting Office. 6. CONDITIONS OF APPOINTMENT/OTHER SIGNIFICATN FACTS 6.1. The chapel will conduct a background check as is consistent with wing policies and procedures. 6.2. This position requires the employee to occasionally travel away from the normal duty station. 6.3. Employee will be required to travel on military and commercial aircraft. 6.4. The employee must be an ordained Catholic Priest in good standing with Military Archdiocese for Military Service. 6.5. The employee is required to work irregular duty hours; e.g., night/weekend duty, extended hours, and on-call duty and nights as needed.
