Description
The U.S. Army, Office of the Project Manager, Maneuver Ammunition Systems, Picatinny Arsenal, NJ intends to solicit for the manufacture and delivery of 12 Gauge Shotgun Breaching Cartridges, consistent with the M1030 12 Gauge Shotgun Breaching Cartridge that satisfies Performance Specifications PRF 12990872. This cartridge provides friendly forces the necessary capability to gain access into sealed buildings during urban operations by opening doors through the destruction of the door lock mechanisms or hinges. The 12 Gauge Breaching cartridges will be used in the Army standard 2.75 and 3.0 inch chambered 12 Gauge Shotgun Systems (Mossberg Model 500 & 590), and the Remington 870. The basic contract is planned for award in FY08 for a quantity in the range of 174K to 760K rounds. The contract will include four option years with ranges for the following quantities: FY09 (225K-276K); FY10 (200K-244K); FY11 (199K- 246K); FY12 (192K-235K) The Government reserves the right to exercise options up to the maximum aggregate quantities available in the base period and the four option periods without regard to the actual FY. The M1030 Cartridges will be procured to the performance specification referenced above. The propellant must be obtained from NTIB sources. The contractor must provide certification that this requirement will be met. The performance specification may be obtained via e-mail by sending a request electronically to Joseph J. Lewis, Contract Specialist at joelewis@pica.army.mil or by calling 973-724-4894 and providing an electronic mail address for where to send the performance specification. To be considered in the competitive range, the offeror must be able to show proof that their design can meet all of the requirements of the Product Verification Test (PVT) as per the tests detailed in the PVT section of the performance specification. All responsible interested sources are encouraged to submit their capabilities/verification data in regard to the above no later than 15 days of this notice to Commander, U.S. Army Joint Munitions and Lethality - Life Cycle Management Command, ATTN: Joseph J. Lewis, Bldg. 10, Picatinny, NJ 07806- 5000. Please include company name, address, telephone number, technical point of contact, and brochures/literature. Firms interested in this acquisition should adequately describe their experience in small caliber production and testing, systems contracting, demonstrated high rate production, annual production capacity, and available test data to support design verification as defined in the referenced Performance Specification. The contractor shall provide as much data as necessary to prove to the government that these requirements will be met. This information will be submitted with the offeror???s technical proposal. Advance notice is being given since the Government intends to require offeror???s to submit their proposals no later than 30 days after issuance of the solicitation. If a solicitation is posted and after proposals are received cartridges from those contractors found to be in the competitive range will be evaluated through bid sample testing. The cartridges will be provided at no cost to the Government no later than 30 days after receiving notification that he/she is in the competitive range. These bid sample cartridges will be tested and the results will be utilized in the best value source selection. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement.
