- The U.S. Army Engineering & Support Center, Huntsville, intends to award on a sole source basis a fixed-price contract with Hy-Tek Manufacturing Co., 1998 Bucktail Lane, Sugar Grove, IL 60554-9609. This intent to make a sole-source award is pursuant to FAR 6.302-1 and is NOT a request for proposals. The proposed type of contract is an indefinite-delivery, indefinite-quantity contract. Period of performance will be twelve months for the base period with four one-year options. The contractor is required to provide Support Equipment & Test Hardware (SE&TH) in support of the United States chemical demilitarization for the Chemical Materials Agency and Assembled Chemical Weapons Alternatives programs. Contractor must have the dire ct knowledge of the security requirements for the Government materials and related intrusion monitoring systems, Stockpile Chemical Weapon design, materials and fabrication techniques; and Chemical Demilitarization facilities, equipment, processing and tes ting. The contractor must also have direct SE&TH knowledge in product design, product engineering support, technical support, manufacturing, quality, marking, painting, special packaging and; security related to manufacturing facilities, destination site s and transportation of items. Contractor must be capable of supporting rapid design and design changes of SE&TH items and is able to provide accelerated or variable production schedules. SE&TH expertise includes corrosion control and prevention, preserv ation packaging, conservation policy, marking and labeling and upload procedures. Contractor must be able to produce the following SE&TH items: Simulated M55 rocket, Interchangeable, Simulated M23 land mine, Mine Component Containers, Bulk Items (including the Simulated or Retrofitted): Ton Containers, MK94 Bomb, MC-1 Bomb, TMU-28 Spr ay Tank; projectiles including: Simulated M121A1, Simulated M426, Simulated M110, Simulated M360, Simulated M60, Simulated M2/M2A1 mortar with baffles and Remote Manipulator System (RMS). Capabilities also include the capacity to manufacture all accessory components including support cups, fuzewell cups, burster cases, simulated bursters, simulated fuzes, felts, wax cores, gaskets, cardboard assemblies, models, specialty tools and all related support products. Also required is the capability to produce Tec hnical Data Packages and End Item Data Packages and other written technical documentation for all SE&TH according to policies and procedures. Small Businesses that can provide the required services are invited to submit in writing, within 15 business days, an affirmative response, which includes as a minimum, the proposed credentials, qualifications, past experience, and any additional informati on indicating bona fide ability to meet this specific requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Telephone requests are not accepta ble.
