- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. The Marine Corps Systems Command, Program Manager for Ammunition, has a requirement for M72AS Armorer and User Training Services. These services are being acquired sole source from Talley Defense Systems, Mesa, AZ. The subject Request for Proposal, M67854-07-R-1077 incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-24 and Defense Acquisition Circular 91-13. SCOPE: The Contractor shall furnish all labor and training materials to perform the work as described in this Statement of Need (SON). Training facilities and 21mm Sub-caliber Training Rockets will be provided by the Government. Training will be accomplished in coordination with M72AS Trainer Launcher repairs at the specified locations. The M72AS 21 mm Trainer System is used to train Marines in the use of the M72A7 Lightweight Assault Weapon (LAW). The Trainer System requires specific maintenance and cleaning to maintain safe and effective usage. Previous training has been provided in the use of the Training System at the practice range but a Training Package for the Armorer (MOS 2111) that covers repair and inspection prior to and after issue to the range as well as a Training Package for the end user that covers proper use, maintenance and inspection at the range is required. The following documents of the exact date and issue specified form a part of this SON; 1) DOD 4145.26M, DOD Contractors Safety Manual for Ammunition, Explosives, and Related Material, and 2) TAMCN: E5002VIIB, Technical Manual, Operators Manual M72AS 21 mm Trainer System, 30 October 2006. REQUIREMENTS: The Contractor shall perform all tasks required a nd delineated in this SON to generate and deliver the Training Package and perform the training at the locations specified. Training. The training shall consist of classroom training, demonstration, and hands on practice. Three days of training will occur at each location. Training Materials. The contractor shall generate and provide classroom handouts and slides for use during the training. At the range the government will provide the Trainer Launchers and Training Rockets. Trainers. The contractor shall provide Trainers for the classroom, armory, and range. Armorer Training. The training provided to the Armorers shall consist of, but not be limited to, the following topics: Pre-issue inspection, Post-issue inspection, cleaning and preservation, Recommended cleaning materials, Repair, Sub-caliber barrel replacement, and Conversion of expended Tactical launchers into Training Launchers. User Training. The training shall provided end users with the skills to fire the M72A7 LAW as well as train other users using the M72AS Training System. This training shall consist of, but not be limited to, the following topics: Proper cleaning, inspection and preparation of the M72AS trainer launcher, Safe handling procedures for the M72AS 21 mm Sub- caliber Training Rocket, Safe operation procedures for the Trainer and Tactical round, Back blast area restrictions, Capability, operational ranges, etc. of the Trainer and Tactical round, and Miss-fire procedures. Locations. Training shall take place at three CONUS and two OCONUS locations (Camp Lejuene, Twenty-nine Palms, Camp Pendleton, Hawaii, and Okinawa). An original quotation and one (1) copy are required. Proposals shall be prepared using "Arial" or "Times New Roman" 11-point font style on 8 1/2 x 11 inch white paper. Sealed offers for these services to be provided shall be hand-carried or express mailed via UPS or Federal Express to the following location by 2:00 PM, local time, 20 February 2007: Commanding General, Attn: PMM 2041: Carl V. Bradshaw, 2200 Lester St, Quantico, VA 22314-5010. NOTE: Offerors are advised that proposals sent by conventional US Mail service are not routed directly to the above address. Destination.. IMPORTANT INFORMATION FOR CONTRACTORS: Any award resulting from the solicitation will include DFARS Clause 252.237-7003, Electronic Submission of Payment Requests. Sec tion 1008 of the National Defense Authorization Act for Fiscal Year 2001 requires any claims for payments (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement.
