- It is the Governments intent to acquire Radio Test Sets; AN/PRM-35, NSN: 6625-01-531-9528, utilizing a Two-Step Sealed Bidding procedure under FAR Subpart 12 and 14.5 with bid samples and required data submitted in Step I in lieu of written technic al proposals. Technical proposals shall not be considered. Bid Samples shall not include price or pricing information. Purchase Description/Specification TEMOD-01-04, dated 19 Oct 05, (hereinafter referred to as the Specification ) is applicable to this acquisition. During Step I, a Letter Request for three (3) bid sample units with accessories and/or interfaces necessary for the equipment to meet full Specification requirements will be issued. Step I Letter Request for Bid Samples will include appropr iate clauses and any required certifications to be signed by potential contractors. Offerors shall be subject to all FAR clauses set forth in the Step I solicitation or listed as an attachment. Step II is to be in accordance with sealed bid procedures. This acquisition will be a Firm-Fixed Price (FFP), Indefinite Delivery-Indefinite Quantity (IDIQ) type contract to be awarded for a period of seven (7) years. The estimated minimum quantity to be procured is 15 each, 13 of which may be required to be subj ected to Product Verification Testing (PVT). The estimated maximum quantity to be procured is 12,000 each. The Government will not be obligated to purchase more than the minimum quantity established in the resultant contract. Delivery requirements for t he initial production quantities, indefinite quantities, PVT units, and all other contractual requirements will be established in detail in Step II. The solicitation will be issued utilizing full and open competition procedures. Step I, Letter Request fo r Bid Samples and attachments, will be made available by written request only. The due date for receipt of bid samples is April 3, 2006.
