- The NTC Acquisition Command, Fort Irwin, California intends to extend services to its existing Logistics Support Services (LSS) Contractor, Northrop Grumman, pursuant to 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1(a )(20(iii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contract action will be accomplished by modification, to meet an existing need for continuance of Logistics Support Services without disrupti on. The extension of services will be for a period of twenty (20) months, 01 April 2007 through 30 November 2008, for an estimated $122M. This intended extension of service is to provide logistics support until the LSS requirement solicitation is complet ed. The LSS solicitation requirement is forthcoming. Description of Services: LSS Contract Provide logistics support of Fort Irwins non-tactical vehicles, material handling equipment, class IX supply warehouse, and designated tactical equipment (inclu sive of the M1 Main Battle Tank, Armored Personnel Carrier, High Mobility Multi-Purpose Utility Vehicle, and Heavy Equipment Transporters, etc.). Provide field maintenance, which combines organizational and direct support maintenance. Field maintenance i s to be accomplished in accordance with the Armys transformation policy and Army Regulation 750-1, Army Material Maintenance Policy. Provide Echelon Above Brigade (EAB) logistics support to Brigade Combat Teams (BCT) at the National Training Center. In coordination with EAB support Battalion Tactical Operations Center; provide logistics functions and mission support in accordance with the BCT logistics support plan. This mission includes but is not limited to, Transportation Operations, Organic Field Maintenance Operations, Supply and Services Operations and Forward Ammunition Supply Point (FASP). It includes field services support (movement of supplies and materials to the Forward Operating Bases) via execution of Combat Logistics Patrol (CLP) operat ives. This function should closely mirror the layout of an Army Combat Service Support Battalion (CSSB) organization. The logistics support functions are grouped into the following functional areas that requires services to perform administrative, techni cal, and logistics support tasks: ammunition supply point, bulk & retail fuel, direct supply support activity, forward ammunition supply point, forward direct supply unit, army oil analysis program, operations group fleet maintenance, echelon above brigad e support, army war reserve prepositioned set, and maintain government / contractor furnished equipment.
