Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-07-T-0867 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract to MTS Systems Corpo ration, Eden Prairie, MN, for specialized, unique commercial software and fatigue test equipment/hardware to be used for research and development analytical and experimental testing and hardware readiness. MTS Systems Corporation is the only known source of this unique and trademarked software/hardware that will incorporate a seamless upgrade of equipment to existing system. The MTS FlexTest " SE Digital Controller has several unique features in the way algorithms replicate the input forcing function; i.e ., null pacing adaptive technique matches waveforms to recorded time history and adapting as specimen degrades throughout the test duration. SilentFlo" pump produces a 63 dB noise level, eliminating the need for a separate pump room with sound conditionin g and heat removal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. CLIN 0001 will be issued for the following MTS catalog items and quantities: MTS FlexTest" SE Digital Controller; FlexTest SE Controller w/2-stage valve driver; One analog input; Three analog outputs; Four digital inputs & four digital outputs; Personal computer; MTS system software; 505.07 SilentFlo" Hydraulic Power Unit; Hose Set; Training One Each; M TS Model 493.14 Valve Driver; 242.03 Hydraulic Actuator Two Each; and MTS Model 493.25 Digital Universal Conditioner Four Each, to include shipping. The place of delivery, acceptance, and FOB point is Central Receiving, Building 8022, Redstone Arsenal, Alabama, 35898, marked for the attention of Tommy Dobson, AMSRD-AMR-PS-PI. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 1 March 2007, noon (CST). Any award resulting from this RFQ will be issued on S tandard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award.
