- The Naval Surface Warfare Center, Carderock Division intends to award a sole source contract to provide services of a highly technical nature in the areas of applied research, development of advanced concepts, engineering designs, fabrication of prototype hardware, and laboratory and field testing of lightweight aluminum structures for the Littoral Combat Ship (LCS). The components for improvement may include hull sections, doors/hatches, load floors, foundations, large apertures or similar structures. Tasking will implement the Alcoa Collaborative Design Approach (ACDA) to improve the performance and survivability of the LCS via weight reduction of selected assemblies or components. The ACDA is a phased program approach in which the following tasks will be applied to the LCS: selection of candidate assemblies and components; development of conceptual designs; evaluation of design concepts; development and evaluation of prototypes; and ship integration. It is antic ipated to award an Indefinite Delivery/Indefinite Quantity, Cost Plus Fixed Fee (completion) type contract with a total period of performance from the date of award through three (3) years thereafter. The intended source is Alcoa of New Kensington, PA under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements because it is not feasible to find another contractor with the capabilities, familiarity, and unique experience in aluminum alloys and the manufacturing processes employed in the aluminum industry. The RFP will be issued on or about 01 April 2007 to Alcoa and due date for the proposal will be 30 days thereafter. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. See note (22).
