Description
The Missile Defense Agency (MDA) is pleased to release the Low Cost Assessment Targets (LCAT) Draft Request for Proposal (RFP) HQ0147-07-R-0003. In accordance with Federal Acquisition Regulations (FAR) 19.5 this requirement will be a total small business set-aside under the North American Industry Classification System code 541710. The small business size standard is 1,000 employees. The objective of the program is to provide low cost, quick turn-around missile systems that can be used for assessing and calibrating sensor system developments and modifications, payload developments, sounding rocket experiments, and limited intercept experiments. Note that Shirley Wilkes, listed as the point of contact (POC) below, is not the primary POC. INSTEAD, EMAIL WRITTEN COMMENTS/QUESTIONS ON THIS DRAFT RFP TO GENNA.WOOTEN@MDA.MIL BY CLOSE OF BUSINESS 15 MAR 2007. THE SUBJECT LINE SHALL INCLUDE THE DRAFT RFP NUMBER, HQ0147-07-R-0003 AND THE TITLE OF THE EFFORT, LOW COST ASSESSMENT TARGETS (LCAT). QUESTIONS SHALL REFERENCE THE APPROPRIATE SECTION/PARAGRAPH AND THE PAGE NUMBER WHICH IS LOCATED ON THE UPPER RIGHT-HAND CORNER OF EACH PAGE OF THE DRAFT RFP. The acquisition will not be open to participation by foreign firms at either the prime or subcontract level. The proposed acquisition may involve a potential conflict of interest as set forth in FAR 9.5. The resultant contract will be a hybrid IDIQ with both firm fixed price and cost plus award fee CLINs. The Award Fee Determination Plan will be incorporated into the Final RFP. Proposals submitted in response to the Final RFP will be required to remain valid for a minimum of 120 days after the submission date (see Section K, clause 52.214-16, MINIMUM BID ACCEPTANCE PERIOD). The MDA does not intend to limit either the number or types of teaming arrangements entered into by the potential offerors (i.e., any given contractor could propose as a prime contractor as well as participate as a subcontractor on one or more other proposing teams). Further, the Agency is very interested in developing relationships with Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) and therefore, participation with HBCU/MI is encouraged. This Draft RFP (and the subsequent Final RFP) and all other acquisition notices and announcements will be posted on the World Wide Web via FedBizOpps (http://www.fedbizopps.gov/) and/or Federal Data Technical Solutions (FedTeDS, (https://www.fedteds.gov/). Prospective offerors interested in submitting a proposal must have a Commercial and Government Entity (CAGE) code. In accordance with Department of Defense FAR Supplement (DFARS) 252.204-7004, all contractors wishing to do business with the Department of Defense (DoD) must be registered in the Central Contractor Registration (CCR) database in order to receive a contract award from any DoD activity. All Offeror questions and Government responses will be posted on the FedBizOpps and/or FedTeDS internet sites, as appropriate (note that FedTeDS is a restricted website that requires a username and password). In addition, MDA anticipates hosting a Pre-Proposal Conference and Site Visit in Huntsville, AL in late March 2007 prior to the release of the Final RFP. Instructions for the location and date of the Pre-Proposal Conference and Site Visit will be published under a separate special notice on FedBizOpps. The anticipated release date of the Final RFP is early April with a closing date approximately 45 days after the release date of the Final RFP. Register with the FedBizOpps and FedTeDS websites for email notification of information, Final RFP release, any amendments, and future documents with regard to this Draft RFP. A mailing list will not be maintained, no paper copies of the Draft or Final RFP or any amendments thereto, will be provided, nor will the Government directly send offerors the Draft or Final RFP or any amendments thereto.
