Description

The National Business Center intends to negotiate on a sole source basis with Jacada to upgrade [for purposes of making its WebFPPS application compliant with Section 508 of the Rehabilitation Act] NBC's current Jacada Interface Server software to a version supporting export to XHTML format web pages. The acquisition will also include technical support (including initial conversion of the existing application screens to XHTML, server tuning, training, and knowledge transfer) and maintenance of the software. The proposed action is for the supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The reason justifying this sole source procurement is that the Government believes that only one responsible source can provide the supplies and services that will satisfy the agency requirements. Jacada has exclusive licensing rights to the software and is the only firm that provides technical support and maintenance of its proprietary software. Any firm that believes it can furnish the items described above is encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received within four (4) days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail at Chinh_P_Le@nbc.gov. Responses should include the firm's business size [e.g. small business, other than small business] in accordance with the size standard of $21 Million for North American Industry Industry Classification System (NAICS) Code 511210.
