- THIS IS NOT A SOLICITATION--THE SOLICITATION WILL BE RELEASED FOR DOWNLOAD ON OR ABOUT 12 MARCH 2007. Naval Undersea Warfare Center Division (NUWC DIV) Keyport intends to issued a solicitation for technical services, including industrial, depot and intermediate maintenance functions in support of industrial and depot operations for NAVSEA and NAVAIR programs. Specific work may include, but is not limited to, abrasive blasting, welding, sheet metal fabrication, computer numerical control (CNC) programming, machining, painting, electro-mechanical mechanic/technician, torpedo intermediate maintenance mechanic/technician, equipment maintenance, electronic fabricating, torpedo/equipment cleaning, technical/engineering support, business operations support, and depot quality assurance support. Performance of work is anticipated to be at NUWC DIV Keyport and the Bangor Annex, Washington. The work will require a SECRET clearance for the firm and SECRET safeguarding capability. Award of an Indefinite Delivery/Indefinite Quantity contract with a base year and two option years is co! ntemplated. It is anticipated that the maximum yearly value will not exceed $9,300,000 with a contract minimum guarantee of $150,000. Multiple task orders may be awarded within the base and option years with concurrent performance. It is anticipated that the period of performance will be for a period of one year from 02 July 2007 or date of award, whichever is later, with the potential of an additional two option years. Full and open competition utilizing FAR part 15 is anticipated. This is not a commercial acquisition. A firm fixed price service contract is anticipated. Selection of the contractor is to be based on trade off (“best value”) analysis where technical capability is moderately more important than past performance; and technical capability and past performance combined are significantly more important than cost. The Service Contract Act applies. It is anticipated that solicitation N00253-07-R-0018 will be issued on or around 12 March 2007 and will close on o! r around 11 April 2007. The applicable North American Industry Classif ication System (NAICS) code for this requirement is 541990 and has a size standard of $6,500,000.00. Contractors shall ensure current registration in the DoD Central Contractor Registration database http://www.ccr.gov. A bidders list will not be maintained by this office. No paper copies of the RFP/amendments will be mailed. After downloading the solicitation, firms interested in submitting proposals must: (1) complete the technical; (2) complete the past performance; (3) complete the pricing; and (4) complete all representations and certifications found in the solicitation. Failure to respond to this RFP and associated amendments prior to the date and time established may render an offer non-responsive and result in rejection.
