- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. RFQ AG-05GG-S-07-0001 is being issued as a Request for Quotations (RFQ) using the policies prescribed in FAR Part 12, Acquisition of Commercial Items, in conjunctions with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15. This solicitation is a 100 percent Small Business Set-Aside. The North American Industrial Classification Systems (NAICS) for this acquisition is 315991 and the small business size standard is not to exceed 500 employees. Contract Line Item Number (CLIN) 0001: US Forest Service Afghans, 100 percent cotton, approximate size is 50 inches by 70 inches, preshrunk, color fast, machine washable. Estimated Quantity: 900 each. The product shall be similar to that produced by Western Heritage Company, product code FS710. Delivery of the products shall be made within 4 to 6 weeks of receipt of order. A longer delivery period may be approved if special customizing is included with the order. The pricing shall include cost for delivery. The delivery location is the Okanogan & Wenatchee National Forest, 215 Melody Lane, Wenatchee, WA 98801. Offerors shall submit their proposed product showing features, unit cost as well as any special set-costs for customizing. The submittal may be in the written form and or product samples. Federal Acquisition Regulations (FAR) provision 52.212-1, Instruction to Offerors-Commercial applies to this acquisition. Quotations will be evaluated using the evaluation procedures in FAR Part 13. Quotations will be evaluated to determine the best value to the Government. The following evaluation factors will be used: Product Quality, ability to meet delivery period, price. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items applies to this acquisition. Offerors shall submit a completed copy with their quotation. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. The following additional FAR clauses cited in the clause are applicable to this acquisition. Specifically, the following clauses cited are applicable to this acquisition: 52.219-6 Notice of Total Small Business Set-Aside (June 2003), 52.222-19 , 52.222-26, 52.222.35, 52.222.36, 52.222.37, 52.225.1, 52.225.3, Alt 1, 52.22513, and 52.232.33 Payment by Electronic Funds Transfer-Central Contractor Registration, 52.204-7, Central Contractor Registration is applicable. Offerors shall submit a written quotation, DUNS Number, descriptive literature and or samples as described above, along with the additional information required by FAR Clause 52.212-1 to the Contracting Officer, Okanogan-Wenatchee National Forests, Eastern Washington Acquisition Group, 215 Melody Lane, Wenatchee, WA 98801 by 1630 PST, March 9, 2007.
