THIS IS NOT A REQUEST FOR PROPOSAL (RFP), INVITATION FOR BID (IFB), REQUEST FOR QUOTES (RFQ), REQUEST FOR APPLICATION (RFA) OR AN ANNOUNCEMNT OF A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT OR PROCEED WITH ANY OF THE ABOVE SOLICITATIONS IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. This is a sources sought notice to determine the availability of potential small businesses (e.g., 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business) that can manage and administer the ?Evaluation of Promising Employment and Self-Sufficiency Strategies? project which is a large-scale, multi-site random assignment evaluation of innovative strategies to promote employment, job retention, and career advancement strategies among applicants, recipients, and those at risk of becoming recipients of Temporary Assistance for Needy Families (TANF). Firms must demonstrate the capability, capacity and relevant prior experience to conduct a multi-site, large scale experimental evaluation involving approximately 12,000 low-income individuals. In particular, firms must demonstrate capability, capacity and relevant experience to carry out critical tasks working with geographically dispersed programs and providing technical assistance and managing large volumes of data for six or more evaluation sites at the same time. Further, firms must demonstrate capability, capacity and relevant experience in 1) centrally managing the random assignment of a total of approximately 12,000 individuals, 2) providing random assignment status to evaluation sites by the same day or the next day at the latest, 3) providing on-site monitoring and technical assistance with relevant intervention development and site-level evaluation support activities to six or more geographically dispersed sites, 4) designing information collection instruments for baseline and follow-up data using state-of-the art measures of economic and other outcomes relevant to the types of programs to be evaluated, 5) obtaining OMB and IRB approval of information collection instruments, 6) conducting large-scale surveys (estimate sample of 12,000) and achieving 80 percent or greater response rate, 7) obtaining and managing relevant administrative data at the individual level such as Unemployment Insurance data and TANF data, and 8) conducting complex analyses utilizing varied statistical techniques to assess net impacts across programs and among sub-groups. In addition, firms must demonstrate availability of adequate computer/statistical resources and the institutional capability to process and analyze a large volume of assessment and interview data, including capacity to input data, clean data and conduct quality control checks. Core tasks of the contract include: (1) conducting background research including literature reviews, focus groups, meetings with key stakeholders and policy officials, and consultation with experts in the field; (2) marketing the study to a broad range of potential intervention sites; (3) identifying and recruiting a number of those promising models for inclusion in this study; (4) developing detailed conceptual frameworks and program models; (5) providing technical assistance and guidance to strengthen or expand program models; (6) assisting in and guiding the selection of the final six to eight evaluation sites and negotiating with sites to facilitate engagement in the demonstration; (7) developing a design framework for the evaluation; (8) developing a plan for collecting and securing survey and administrative data across sites; (9) conducting annual meetings of the evaluation sites; (10) developing a demonstration profile report; (11) conducting a state-of-the-art implementation evaluation; (12) developing, field testing, and obtaining OMB clearance for a battery of research-based, valid and reliable data collection instruments including: survey instruments for the baseline and follow-up surveys a as well as tools for the direct assessment of program effects; (13) conducting baseline and follow-up surveys, obtaining at least an 80 percent response rate at each site; (14) conducting an impact and cost-benefit analysis based on survey and administrative data; (15) development of impact reports; (16) conducting up to four reports on special topics and up to five issue briefs; (17) producing and securing data files and documentation; (18) directing 2 semi-annual project briefings; (19) monitoring the project and ensuring that deliverables meet project specifications and are of the highest quality. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE. Capability statements must also include the following information: company name, address, point of contact, phone/fax/email, and business size and status (e.g., small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women owned small business). Responses are requested not later than March 9, 2007. Capability statements will not be accepted after the due date.
