Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purchase request F2QF077045A200 is a Request for Quote (RFQ) using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. This solicitation document and incorporated provisions ands clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20060519. The NAICS code is 512240 and the small business size standard is $6.5 million. Attached below is the Statement of Work and Requirements for this solicitation. Place of delivery for acceptance and FOB Destination point will be 86 Hickory Street, Langley AFB, VA 23665. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. The clause at 52.212-2, Evaluation Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must ensure a completed ORCA is available for download. STATEMENT OF WORK: The quote should include 7 days of in-studio recording on 14-20 May 2007, 15 days of in-studio recording of over-dubs on 3-16 June 2007, 12 days of in-studio mixing on 9-20 July 2007, engineer fees, studio fees, and recording media. The Engineer shall provide for the USAF Heritage of America Band with the recording studio, support personnel (engineer, assistant engineer, and production guidance) necessary to record, edit and mix material for the USAF Heritage of America Band Blue Aces to release on compact disc or other delivery methods. The studio space will be at least 40? x 38? with three separate isolation booths. This space shall be controlled from a control room equipped with an SSL console and an additional isolation booth. The engineer will have the following level of experience or equivalents. 1) The engineer will have recorded major professional pop/rock groups such as Kansas, Georgia Satellites, The Allman Brothers, Bob Marley, Yngwie Malmsteen and Ludacris 2) The engineer must have extensive experience mastering CDs on a variety of major labels. 3) The engineer will be recognized as a leader in the recording industry by having received multiple national or international recognition or award nominations Recording Media. The digital media used to record this group will include Fire wire drive, DATs, CDRs, and AIT all provided by the contractor. Equipment. It is imperative that ?state of the art? recording equipment be used during all aspects of the process. A sample list of required equipment is below. This list should be used as a benchmark of minimum standards to ensure 100% mission efficiency and effectiveness. Any substitutions need to be cleared with ACC Band Audio Engineers.
