- Vehicle Parking Lot, Newark, NJ The U.S. General Services Administration desires a lease for five (5) years, for a secured parking lot for eighty-five (85) full-size passenger cars and five (5) passenger buses. The parking spaces are to be reserved and separate from other agencies and the general public. The passenger buses include the following lengths: 1 - 52 foot, 2 - 47 foot, and 2 - 25 foot. Parking for the government vehicles must be within the following delineated area in Newark, NJ. The parking facility shall be contiguous and located completely within the delineated area. The parking facility shall be fully operational as detailed below by May 1, 2007, the proposed start date of the lease. Beginning at the southeast corner of Hill St. and Washington St., proceed east to Franklin St, continuing on Franklin St. to Mulberry St. Proceed south on Mulberry St. to E. Kinney St. Proceed west on E. Kinney St. to Broad St. Proceed north on Broad St. to Court St. Proceed west on Court St. to Washington St, and then north to Hill St. Government employees will require access to parking 24 hours a day, 7 days a week with easy access and egress. Access to the parking lot shall be with an electronic keypad to operate an electrically powered rolling gate operator and an automatic exit sensor on the exit gate. Lighting for parking area must be on automatic timers and provide a minimum of three (3) foot candles from sunset to sunrise. The parking area shall be enclosed with an 8-foot high, 10-gauge 2-in. diamond mesh, galvanized steel cyclone fence with heavy-duty posts and separate 10-ft. wide rolling entrance and exit gates with a device to hold open when required. Fence and gates are to be topped with three (3) strands of No. 12-1/2 gauge barbed wire, with four (4) point barbs 4 in. apart. The top guard on the fence is to be cantilevered out at a 45-degree angle. The fenced area is for the sole use of Government authorized personnel. The entrance and exit gates shall be of sufficient width and recessed from the street to provide space for a minimum 52 foot long passenger bus to pull in completely off the street without blocking the public sidewalk while providing easy access the gate keypad from the vehicle driver?s window. The parking lot shall be paved, striped, and graded for proper drainage. The parking lot striping shall be laid out to provide sufficient space for two vehicles to pass simultaneously and sufficient space for the buses to turn around. The Lessor shall provide at no additional cost to the Government all maintenance and utilities for the parking lot, to include but not limited to maintenance of the fence and gates, sweeping, trash removal, snow removal, and lighting.
