- NASA/LaRC has a requirement for fixtures and accessories for Stress Photonics Glass Inspection System which includes the following: 1 each of post processing software upgrade, 1 each of achromatic illuminator head, illumination source, light guide,1 each 10x/5x microscope objectives and adapters, 1 each of test stand and 1 each of XY stage by Stress Photonics. NASA/LaRC intends to purchase the items from Stress Photonics as they are only known source that can provide viable technology to permit ongoing research capability and compatibility with existing systems at LaRC and other NASA Centers. It would take substantial duplication of time and money for another company to offer a similar product that would meet this requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 2, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
