Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Cornell Nanofabrication Facility (CNF) of Ithaca, NY. This requirement involves facility usage for the fabrication of cantilevers as reference artifacts for calibrating the spring constants and friction force measurements of atomic force microscope (AFM) cantilevers, which shall be performed by NIST personnel. Over the past three years NIST has been trained by CNF on the use of instrumentation at their facility, therefore CNF is the only source that has the facility and instrumentation that NIST is familiar with to perform microfabrication. The Government anticipates the award of a firm fixed price purchase order. The period of performance shall be from date of award through December 31, 2007. Interested parties may identify their interest and capabilities to respond to this requirement. This notice of intent is not a request for competitive quotations, however, all capability statements received by March 6, 2007 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A request for quotation (RFQ) package is not available.
